STAFF REPORT
City Council Consent Item
DATE: October 3, 2022
TO: Honorable Mayor and Council Members
FROM: Brendan Byrd, Public Works Director/City Engineer THROUGH: Merritt Perry, City Manager
SUBJECT: Approval of a Contract with Specialized Pavement Marking for Minor Street Striping Maintenance and Repair Project: Resolution 2022-28 STAFF RECOMMENDATION:

Adopt Resolution 2022-28 approving a Contract for Minor Street Striping Project with Specialized Pavement Marking.

EXECUTIVE SUMMARY:

The purpose of the Contract for Minor Street Striping Project (“Contract”) is to contract with a to provide routine minor striping for City streets, on an on-call basis, for an amount not to exceed $50,000.00 (fifty thousand dollars) for the one-year term of the Contract.

Section 2.50.070.D of the Fortuna Municipal Code provides that formal bidding is not required when the City Council finds that a negotiated contract best serves the City due to the nature of the contractual service. A standard public bidding process would not be appropriate for this Contract due to the on-call nature of the Contract and the importance of selecting a contractor who has the qualifications, equipment, crew and the availability to respond promptly to requests and to perform the work expeditiously, economically, effectively and safely.

Staff requested informal proposals from five striping contractors, and received one proposal that met the requisite qualifications. Staff intends to negotiate a contract with Specialized Pavement Marking, as the only qualified contractor to respond to the on-call striping services for the City and has provided suitable qualifications, unit pricing, equipment, and availability.

FINANCIAL IMPACT:

The proposed contract will not to exceed $50,000.00. The actual cost will depend on how much work is required during the one-year term. The City budget for FY 2022/2023 includes $20,000 (twenty thousand dollars) in its street repairs section (fund 260) for this project, and $30,000 (thirty thousand dollars) will funded as a part of the annual paving contract projects under CIP 9994 which Consent Item 4e

is funded from multiple other city funds including Measure E, Fund 260, and Fund 275.
