SUBJECT: Alcohol Beverage Control – Office of Traffic Safety Grant Contract; Resolution 2022-23
STAFF RECOMMENDATION:
Adopt Resolution 2022-33 approving acceptance of a California Department of Alcohol Beverage Control (ABC) – California Office of Traffic Safety (OTS), ABC-OTS Grant Contract and a supplemental budget request for $8,500.00, for the implementation of the ABC grant.
EXECUTIVE SUMMARY:
The Fortuna Police Department was notified on September 27, 2022 that we were successful in our submission for the ABC-OTS Grant Program for $8,500.00. Funding for this ABC-OTS Grant is provided by the Office of Traffic Safety through the National Highway Traffic Safety Administration. The objective of this grant is to expand our present efforts in addressing alcohol related problems through comprehensive ABC programs involving education and enforcement, reducing alcohol related violations and increasing public safety throughout Fortuna. The method of procedure will include assigning officers to; provide education to our youth regarding alcohol related issues, provide roll call trainings to officers on ABC violations/programs, coordinate/conduct IMPACT operations, conduct Shoulder Tap operations, conduct Minor Decoy operation, undercover enforcement at on-sale establishments, and uniformed enforcement at large city events involving alcohol.
The ABC-OTS grant funding is reimbursed to the city quarterly after a request is submitted. The department then submits the cost from our agency for overtime to complete the aforementioned education and enforcement operations conducted on a quarterly basis, at which point ABC-OTS reimburses the city in full. Acceptance of this grant will provide this vital and worthwhile program in the City of Fortuna from October 1, 2022 to September 30, 2023.
FISCAL IMPACT
It is anticipated that entire cost of the one-year ABC-OTS grant program will be $8,500.00, which will be reimbursed in full by ABC-OTS, resulting in no fiscal impact to the budget.
RECOMMENDED COUNCIL ACTION:
Adopt Resolution 2022-33 and approve a supplemental budget request in the amount of $8,500 for implementation of the grant. Consent agenda vote.
