STAFF REPORT
City Council Business Item
DATE: September 5, 2023
TO: Honorable Mayor and Council Members
FROM: Merritt Perry, City Manager
SUBJECT: Approve Amendment to Professional Services Agreement with California Consulting for Reconnecting Communities Grant for the Kenmar Interchange Improvements
STAFF RECOMMENDATION:

Authorize the City Manager to execute a contract amendment with California Consulting, Inc. to complete two Reconnecting Communities Grants for the Kenmar Interchange Improvement in an amount not to exceed $6,000, and a total contract amount of $22,000 EXECUTIVE SUMMARY:

The City Council approved staff to execute a contract with California Consulting to complete two grant applications to improve the Kenmar/101 interchange. The contract agreement amount provided by California Consulting included a proposed fee of $12,000 for grants with a potential award of over $250,000 or more. Staff were unable to determine an exact amount prior to the council meeting, and requested that $16,000 would be sufficient for both grants given that they both included the Kenmar Interchange. Through further discussions with the consultant, they relayed that each grant will be assigned to a different grant writer and have specific requirements that do not overlap, and the fee would be $11,000 for each grant for a total of $22,000.

Staff recommends that the requested additional amount of $6,000 be approved by council and that the council authorize the City Manager to execute a contract amendment for the increased fee.

FINANCIAL IMPACT:

The proposed cost for the services from California Consulting, Inc. is expected to be up to $22,000 including the additional $6,000 above what the council has previously authorized. There is currently no budget item for this work in the FY 2023-2024. Staff is requesting that the council approve this expenditure to come from the City’s General Fund, Fund 100. There are adequate General Fund reserves to fund this effort in the City’s General Fund, and for the City to remain in compliance with its adopted reserve policy.
