SUBJECT: Approval of Professional Services Contract Task Order for the Well 5 Replacement Project (CIP 9066)
STAFF RECOMMENDATION:
Review staff report for approval of a professional services task order for the Well 5 Replacement Project (CIP 9066).
EXECUTIVE SUMMARY:
The City has an on call contract with GHD Inc. for various professional services. Staff is requesting the use of this on call contract to perform professional design services for the Well 5 Replacement Project (CIP 9066). The well 5 replacement project began in 2019, when staff first noticed diminishing production in one of the City’s groundwater wells. In 2021 and 2022 a new well was installed, developed and tested. Although the well demonstrated good production (flow), the well itself unfortunately was too high in manganese to be fully brought online. In the subsequent years staff have worked to further develop and test the well. In late 2024 staff modified the lower portion of the well casing to block off the screened area in the lower aquifer. Pump testing and water quality testing was subsequently performed and the well exhibited both increased production potential and significantly lower manganese. With this finding, staff are confident in advancing the design portion of the project that would lead to a bid-ready construction plans and specifications.
The next phase of the Well 5 project will include the design of the wellhead and pump, flow monitoring and instrumentation systems, well building, yard piping, and electrical layout. The current design schedule would have the final design completed by July, with project bidding immediately to follow. GHD’s scope of services and fee is included as Attachment A. Currently staff propose to award the ‘Project Total without Optional Tasks’, as shown in the scope of work.
FINANCIAL IMPACT:
This project is in the City’s Capital Improvement Program and currently has a fiscal year 2024/25 funding amount of $300,000, which is budgeted from Water Capital Reserve Fund 510. As shown in GHD’s scope of work and fee included in Attachment A, the cost for the next phase of design is $174,031. The first design deliverable that will include an Engineers Estimate of Cost for construction will be delivered to the City in April. Once the City better understands the construction costs for the project, appropriate budget to complete construction will be recommended in the 2025/26 Capital Improvement Program and Budget.
