Proposal for Professional Engineering Services: Well 5B System Tie-In Design and System Component Upgrades Assessment
Dear Brendan Byrd:

GHD is pleased to provide this proposal for professional engineering services for the design to integrate Well 5B into the City’s Water System and an assessment to identify potential system component upgrades.

Introduction
This proposal is provided with the understanding that the City of Fortuna desires to have Well 5B integrated into the City Water System, including the SCADA system, and are also interested in other potential system upgrades such as installation of flow meters and transducers for each of the City’s wells and other SCADA improvements. This proposal includes the tasks necessary to accomplish these objectives, including development of the civil and mechanical design, electrical design, construction specifications, regulatory support, bid period services, and an assessment to evaluate potential for the other system component upgrades. Each of these primary tasks are described in further detail in the following sections.

Background
Following Well 5B installation in December 2021, the limited Title 22 water quality testing results within new Well 5B were found to be generally very good. However, the Manganese results were elevated, and substantially higher than the Division of Drinking Water (DDW) primary and secondary maximum contaminant limits (MCLs and SMCLs) for Manganese in community water systems. In 2023, DDW initiated plans for a further reduction of the MCLs for Manganese by more than half the previous reduced limits, resulting in limits of 200 parts per billion (ppb) and 50 ppb, respectively.

In 2022 at the request of the City, GHD performed an Alternatives Analysis for Manganese and Iron removal via treatment options and blending that would treat to the established regulatory limits. It was found that blending with other wells was not an option at the time and anticipated MCLs for Manganese and the costs of treating for Manganese were prohibitive for treatment.

In 2023 a third option was identified, which was to isolate the higher and lower screened intervals, which are screened in different geologic units. The higher screened interval is placed within younger alluvium deposits and the lower screened interval is placed within the Carlotta Formation. Initially, it was proposed that a packer be installed between the upper and lower screened intervals to eliminate groundwater input from the Carlotta Formation (lower screened interval), which is anticipated to be the geologic unit producing the higher level of Manganese. Installation of a packer would allow the lower portion of the well to be reopened should more feasible treatment or blending options become available in the future. 12559007 | Proposal for Professional Engineering Services: Well 5B System Tie-In Design and System Component Upgrades Assessment 2 In 2024 the modifications were made to Well 5B to isolate the upper and lower zones. Due to supply issues a packer was not available for this work. Therefore, another solution was identified to isolate the screened intervals and that can be reversed in the future should the City want to pull from both screened intervals again.

The modification included filling the lower portion of the well with sand and pea gravel and then placing a neat cement plug between the two screened intervals. A 36-hour purge was completed at a steady flow to try and flush the area of influence around Well 5B. Following the purge, an 8-hour step-drawdown pump test was completed, and analytical samples were collected to evaluate manganese concentrations.

The 8-hour pump test showed that Well 5B can be pumped in the 450-500 gpm range without cascading the screens while the other City wells are concurrently pumping. There is potential that the well could provide a higher capacity without cascading screens, however the most recent pump test did not pump above this range.

The objective of installing Well 5B was to replace the current Well 5, which has lower capacity. A portion of the work proposed within this scope will be to compare the cost of installing a well pump that has a variable flow drive versus a single drive. There is potential that a pump with variable flow can be operated within in a range that would offer the City higher efficiency (450-500 gpm) for most pumping needs but also offer higher capacity (600+ gpm) should the City need it for shorter durations of time.

The laboratory analytical data showed significant improvement in manganese concentrations; however, concentrations remain above the MCL (recent reading = 300 ug/l; MCL = 50 ug/L). Well 5B modifications were completed in fall 2024 and the City plans to test again following the wet season and associated higher groundwater flows that may offer additional flushing surrounding Well 5B.

Professional Engineering Scope of Services
The following tasks have been identified to meet project objectives:
– Task 1 – Project Management: Includes project coordination with the City, completing monthly invoicing, managing the project teams, and tracking project progress. – Task 2 – System Upgrades Assessment: This Includes evaluating pump options for Well 5B and doing an assessment for other potential system upgrades. The pump assessment will include an evaluation of the efficiency and cost of installing a variable drive pump. The assessment for system upgrades includes a field visit and coordination with the City to evaluate flow meters and transducers for the other City wells and potential improvements that can be made to the overall SCADA instrumentation and integration. – Task 3 - Civil and Mechanical Design: This task includes design for Well 5B components, design for realignment of the other City well piping connections, and Optional Task 3a. The Well 5B design includes the Well 5B pump, pump house, building slab, connection piping, site grading, and decommissioning and conversion of the original Well 5. The design for realignment of the other City well piping connections includes changing the well transmission pipes such that each well will feed directly into the Treatment unit.

This task will include the design sheets, construction specifications, and Engineers Opinion of Probable Construction Cost (EOPCC). This task also includes Optional Task 3a. Optional Task 3a includes design of the potential upgrades for the other City wells that will be evaluated and recommended under Task 2 (i.e., flow meters and transducers).
– Task 4 – Electrical Design: The electrical design includes the Well 5B electrical design and Optional Task 4a design. The Well 5B electrical design includes the pump motor, pump starter, pump controller, well house electrical, Well 5B SCADA instrumentation, Well 5B SCADA integration. This task will include preparation of the Well 5B electrical design sheets, construction specifications, and EOPCC. This task includes close collaboration and communication with the City of Fortuna, completing monthly invoicing, management of project technical teams, and tracking of project progress. It is assumed that outside of regular project email communications, there will be a 1-hour Kickoff Meeting with GHD and the City and GHD will meet with the City two times to review and discuss deliverables at each primary design stage (60% and 100%). Three additional meetings are incorporated to discuss other tasks such as bid period services planning, regulatory support, and system component upgrade discussions.

Task 1 Deliverables

1. Invoices and progress information via email.

2. 1, 1-hr Kickoff Meeting.

3. 2, 1-hour design review meetings.

4. Up to 3 additional 1-hour meetings that may be utilized for bid period services planning, regulatory support discussions, and system component upgrade discussions.

Task 1 Assumptions:

1. Invoices will be delivered via electronic format.

2. Each meeting may include the GHD project manager, task technical lead, and engineer of record.

Task 2 – System Upgrades Assessment
This task includes evaluating pump options for Well 5B and doing an assessment for other system upgrades for the wells and the SCADA system.

The Well 5B pump assessment will include an evaluation of the efficiency and cost of installing a variable drive pump. There is potential that a pump with variable flow drive can be operated within in a range that would offer the City higher efficiency (450-500 gpm) for most pumping needs but also offer higher capacity (600+gmp) should the City need it for shorter durations of time.

The system upgrades assessment will evaluate upgrades to the other City wells and to the overall SCADA system and will include a site visit with the City. The City has identified that some of the groundwater wells are showing decline, however with the current monitoring capabilities it is difficult to track the decline through time to evaluate the severity. Therefore, the upgrades assessment will provide recommendations for well flow meters, transducers, and upgrades to SCADA system instrumentation and integration.

Task 2 Deliverables:

1. Final Technical Memorandum with recommendations for Well 5B pump, well flow meters, well transducers, SCADA system instrumentation upgrades, and SCADA system integration upgrades.

Task 2 Assumptions:

1. Deliverable will be in electronic format.

2. Does not include design of the potential system upgrades. See Optional Task 3a for well flow meter and transducer design and Optional Task 4a for SCADA system upgrades. 12559007 | Proposal for Professional Engineering Services: Well 5B System Tie-In Design and System Component Upgrades Assessment 4 Task 3 – Civil and Mechanical Design
This task includes design for Well 5B components, design for realignment of the other City well piping connections, and Optional Task 3a.

The Well 5B design includes the Well 5B pump, pump house, building slab, connection piping, site grading, and decommissioning and conversion of the original Well 5. Building design will follow the City’s building standards and the building code minimum values will be used for foundation design. The design for realignment of the other City well piping connections will change the water transmission pipe from each well so that it has a direct connection to the treatment unit. There will then be parallel flow from each well into the treatment unit, instead of combined flow into the treatment unit. This task will include the design sheets, civil and mechanical construction specifications, and Engineers Opinion of Probable Construction Cost (EOPCC). GHD will prepare 60% and 100% design plans, specifications, and EOPCC for City review.

This task also includes Optional Task 3a. Optional Task 3a includes design of the potential upgrades for the other City wells that will be evaluated and recommended under Task 2 (i.e., flow meters and transducers). If the City chooses to add Optional Task 3a then the design sheets, specifications, and EOPCC will be incorporated into the 100% deliverables for Task 3.
