City Council Consent Item
DATE: February 3, 2025
TO: Honorable Mayor and Council Members
FROM: Brendan Byrd, Director of Public Works/City Engineer THROUGH: Amy Nilsen, City Manager
SUBJECT: Approval of Professional Services Contract Task Order for the Downtown Waterline Replacement and Rohner Creek Sewer Capacity Project (CIP 9108 & 9976)
STAFF RECOMMENDATION:
Review staff report for approval of a professional services task order for the Downtown Waterline Replacement and Rohner Creek Sewer Capacity Project (CIP 9108 & 9976).
EXECUTIVE SUMMARY:
The City has an on call contract with GHD Inc. for various professional services. Staff is requesting the use of this on call contract to perform professional design services for the Downtown Waterline Replacement and Rohner Creek Sewer Capacity Project (CIP 9108 & 9976). This project will include capacity and pipe material upgrades to the water and sewer lines located in the downtown area, currently bound by 12th Street to the east, I Street to the south, L Street to the north, and 9th Street to the west. The project will also include a capacity upgrade to the City’s sanitary sewer main, beginning at Loni drive near Highway 101, and ending along Rohner Creek near South 15th Street. This project is intended to provide enough capacity to eliminate the City’s risk of Sanitary Sewer Overlfows (SSOs) in the area, reduce overall inflow and infiltration into the City’s sewer system, and provide for adequate water supply capabilities (including fire flow) to the downtown neighborhoods.
Staff were originally working with GHD to develop a scope that would include bid-ready plans, specifications, and estimatesfor the project. However, after some initial scoping meetings it became clear that some pre-design activities would be required in order to better define the project limits.
With that, GHD provided the scope that is included in Attachment A. With this scope, GHD will perform all of the preliminary work for the project, including:
• Topographic survey support;
• Sanitary sewer and water system capacity modelling to determine pipe sizes and slopes, and project extents;
• Review of recent sanitary sewer CCTV data to determine recommended construction methods (i.e. sanitary sewer lining or dig and replace); • All environmental studies along Rohner Creek to support the future permit applications; and • Engineers estimates of construction costs.
Consent Item 5d
Following the completion of this phase of work, the City will be ready to work with GHD to develop a scope for final design for the project, which will include bid-ready plans, specifications, and engineers estimates of cost. Staff anticipate being able to move forward with the engineering design portion of the work beginning in the early summer. Staff anticipate this project will go to construction in the summer of 2026.
FINANCIAL IMPACT:
This project is in the City’s Capital Improvement Program and currently has a combined fiscal year 2024/25 funding amount of $360,000 for design, which is budgeted from Water Capital Reserve Fund 510 and Sewer Reserve fund 560. As shown in GHD’s scope of work and fee included in Attachment A, the cost for the next phase of design is $74,000.
