THROUGH: Amy Nilsen, City Manager
SUBJECT: Police Department Supplemental Budget Request
STAFF RECOMMENDATION:

Approve a Supplemental Budget Request to transfer funds into the police department’s Fiscal Year (FY) 24-25 budget to cover unanticipated operational expenses.

EXECUTIVE SUMMARY:

As part of the mid-year budget review, the police department requests adjustments to four budget line items due to operational costs. The proposed transfers are as follows:
• Vehicle Repairs & Maintenance (100-5715-2000): Originally budgeted at $24,000, expenditures as of December 31, 2024, totaled $40,821 due to major unforeseen mechanical issues with two patrol vehicles and rising maintenance costs to maintain the rest of the fleet. A transfer of $37,000 from the general fund is requested, increasing the budget to $61,000.
• Internet Services (100-6210-2000): Originally budgeted at $24,000, expenditures as of December 31, 2024, totaled $20,746 due to higher-than-expected expenses associated with the new facility’s independent server infrastructure. To ensure uninterrupted service, a transfer of $17,000 from the general fund is requested, raising the budget to $41,000. • Personnel Services/Recruitment (100-6035-2000): Originally budgeted at $15,000, expenditures as of December 31, 2024, totaled $3,985. Ongoing staffing shortages and increased onboarding costs necessitate additional funding. A $10,000 transfer from the general fund is requested, increasing the budget to $25,000. • Travel/Conferences/Training (100-7000-2000): Originally budgeted at $50,000, expenditures as of December 31, 2024, totaled $36,032. To ensure continued employee training, a transfer of $10,000 from the general fund is requested, bringing the budget to $60,000.
