Exhibit 1: Detailed Scope of Work for Amendment 1
This scope of work is an exhibit to Amendment 3, between Jacobs (Consultant), and the City of Fortuna (City), for engineering and consulting services related to the NPDES Compliance Project.
Task 5 FINAL DESIGN
These tasks involve preparation of drawings, specifications and cost estimates with the ultimate goal of providing one set of bid documents for use in procuring a contractor to construct the Project. This scope assumes the Project as defined by the Project Definition Report (Jacobs 2025).
Quality Control
Jacobs will implement and carry out a quality control (QC) program throughout Task 5. The review process includes coordinating the participation of senior reviewers at appropriate points in the Project. Jacobs will perform multidisciplinary internal QC review activities using a senior review team during the progress of the Task 5. QC review activities will be governed by the requirements of an overall Project Quality Management Plan. All design documents will be reviewed by assigned QC reviewers, comments addressed, and changes incorporated, prior to submission to the City for review. Project deliverables will be reviewed from the perspective of sound engineering design, constructability, construction cost, and operability.
Cost Estimates
Cost estimates willbe prepared to a level of accuracy based on the information available, within normal industry standards. Estimates will be formatted in accordance with the Project Design Construction Specifications Institute(CSI) specification format and segregated by facility. Where sufficiently detailed information is lacking to obtain reasonably accurate quantities of materials, allowances will be used to provide an opinion of the estimated construction costs at the midpoint of construction. Cost estimates and levels of accuracy (Class level)will conform to American Association of Cost Engineering International, AACE Recommended Practice No. 18R- 97.
Task 5.1 Schematic Design (30%)
The schematic design further develops the design concepts confirmed during Project Definition phase for this project, and based on the peer review reports and feasibility studies.
Jacobs will begin development of the major project elements associated with the WWTP design, equipment selections and layouts, process flow diagrams, and the preliminary site and electrical plans.
Jacobs will conduct a review meeting with City staff to discuss the major concepts and findings of the 30 percent submittal including presenting the pdf versions of the 3D models of the proposed facilities.
Jacobs will receive the City’s review comments at the meeting and will discuss major design concepts, layout, and operational impacts accompanying the new design. Major action items and decisions will be documented in minutes that will be distributed to the City and Jacobs’ design teams. At this meeting the City will provide Jacobs with specific drawing markups or comments, to be used in development of the Intermediate Design (Task 5.2).
Jacobs Engineering Inc. 4
Each task will include specific deliverables as listed therein. QA/QC reviews will be conducted to monitor the quality of the Project at critical design milestones. Jacobs assumes that the City’s written review comments will be submitted to Jacobs within two weeks after each design submittal identified herein.
Task 5.1.1 Survey (Completed Prior to Amendment 3)
The topography for the three Assessor Parcels, 106-041-16, 106-091-040 and 030, identified as the EPS and the connection through the Eel River to the WWTP will be mapped at a horizontal scale of 1”=40’ with a contour interval of 2’ using industry standard LIDAR aerial mapping procedures. In addition, portions of Assessor Parcels 106-041-015, 200-352-06, 200-352-09, and 200-352-04, and 200-352-028 will be mapped similarly as they relate to HDD alignment and tie in point at the Plant.
The mapping will be compiled with a horizontal coordinate system based upon the North American Datum (NAD) of 1983 and a vertical datum based upon the North American Vertical Datum (NAVD) of 1988. Mapping on these datums will provide the basis for geo-referenced mapping for use in the project environmental analysis and NPDES permitting. The topography will be compiled in an AutoCAD Civil 3D format and a scaled digital color ortho photo of the overall project site will be provided incorporating the EPS and WWTP topography, and Flood Plain data.
The Jacobs team will provide precise field surveys I to control the aerial LIDAR mapping and establish the NAD ‘83/NAVD ’88 basis for the project mapping. The field surveys will verify the LIDAR mapping by spot checks and develop topography below the water surface of the Eel River to provide design data and control forthe horizontal direction drilling tying the EPS to the WWTP. The topography below the water surface will be determined using a watercraft and sounding equipment during low river flows typically before the endof October. Supplemental ground surveys for HDD tie in point at plant will be performed. Additionally, some survey data City of Fortuna acquired in August 2019 by Gutierrez Land Surveying will be incorporated for Aeration Basin conversion, assuming control noted thereon is found and can be verified as correct.
Topographic survey will consist of digital color orthophotos and LIDAR derived elevation data and river bottom elevations as described above. Vector data mapping will be provided at WWTP by aerial means and as described above in supplemental ground surveys.
Durable property corners will be set at major angle points of the parcels and a Record of Survey will be filed with the County Recorder.
Deliverables:
• Electronic topographic files at 1”=20’ scale with 1-foot contours for the WWTP. • Electronic topographic files at 1”=40’ scale with 2-foot contours for the Disposal Field.
Assumptions:
• Does not include construction staking
Task 5.1.2 Alternatives Analysis
Jacobs will conduct an alternatives analysis on select pieces of equipment to be constructed as part of the Project. These include:
• Anoxic and anaerobic mixers
• Blowers
• Supplemental carbon/alkalinity addition
Jacobs Engineering Inc. 5
This task will culminate in a virtual workshop, where Jacobs will provide a recommended alternative for each piece of equipment. The City will then select one equipment to be carried forward into detailed design. Jacobs will provide a draft alternatives analysis technical memorandum. Jacobs will then incorporate City comments, with the final technical memorandum to be included in the Basis of Design Report.
Deliverables:
• Draft workshop PowerPoint presentation, delivered electronically in PDF format Task 5.1.3 WWTP Geotechnical Investigation
The focus of the geotechnical field investigation is to characterize subsurface conditions at the locations of the proposed site improvements which includes the following:
• Aeration Basins
• Chemical Storage Structure
• SCADA Building
The field exploration program will consist of advancing five Cone Penetrometer Test (CPT) soundings at the locations shown in Figure 1 included on Attachment 1. The CPTs will be advanced to a depth of 60 feet beneath the existing ground surface.
Each CPT will include a minimum of two (2) pore pressure dissipation tests performed within silts or sand materials at varying depths below 15 feet. Seismic shear wave velocities will be measured at 5-foot intervals in a minimum of two (2) CPTs using a seismic cone, at the northern and southern exploration locations.
After analysis of the CPT data, rotary wash geotechnical borings may be requested to collect soil samples for laboratory analysis. The need for rotary wash borings, however, is not known at this time. Therefore, cost has been included for the CPT field investigation and data report preparation, only, in this scope. An amended cost will be provided for additional geotechnical borings, laboratory testing, and reporting.
Prior to performing fieldwork, the CPT locations will be marked on the field and Underground Services Alert (USA) will be notified in order to identify all public underground utilities at the exploration locations.
Additionally, the CPT locations will be cleared by the Fortuna WWTP personnel. Prior to start of the field investigation, Jacobs will obtain a boring permit from the Humboldt County Division of Environment Health. All fieldwork will be performed by a licensed Certified Engineering Geologist. The CPT holes will be backfilled in accordance with Humboldt County regulations using Portland cement placed from the bottom of the hole to the surface with a tremie pipe.
Jacobs Engineering Inc. 6
Assumptions:
• Jacobs will be made aware of the locations of all private underground utilities at the site by Fortuna WWTP personnel for the purpose of determining the final CPT locations. The cost associated with hiring a private utility locator, if required, is not included in the estimate. • The fees associated with hiring the drilling subcontractor will be subject to prevailing wage rates.
Deliverables:
A Geotechnical Data Report will be prepared to document the conditions encountered. The report will be stamped and signed by a professional Geotechnical Engineer and Certified Engineering Geologist registered in the State of California.
Data from the CPT soundings will be provided in the final report and will include the raw data files, CPT subcontractor reports, CPT calibration data, pore pressure dissipation tests plots, shear wave velocity calculations, and plots of cone resistance, sleeve friction, pore pressure, and soil behavior type profiles for each sounding. Specifically, the final Geotechnical Data Report will include the following:
• Site description including water levels observed in any ponds adjacent to the CPT soundings • Summary of field investigation activities
• Summary of subsurface conditions
• Groundwater observations
• CPT report as an appendix
Task 5.1.4 30 Percent Design
Jacobs will compile the preliminary drawings, renderings, and specifications list in a technical memorandum, that will serve as the 30 Percent Design Report. The report will include a description of the planned modification to each WWTP unit process, , and support facilities. The report will also include preliminary hydraulic profile from the primary effluent distribution box to the effluent pumps including all recommended processes. It is anticipated that the Basis of Design (30 Percent Design) Report will include the following elements:
• Final Alternatives Analysis Technical Memorandum
• Detailed description of WWTP improvements
• Geotechnical Data Report
• SCADA Alternatives Analysis
• Half-size construction drawings (11-inch by 17-inch)
• List of anticipated specification sections
• List of anticipated final design drawings

Task 5.1.5 30 Percent Design Review Workshop
The 30 Percent Design Review is intended to show the initial design concepts and features included in the Bid Package.
Jacobs Engineering Inc. 7
Jacobs will conduct a review workshop with City staff to present and discuss the major concepts and findings of the 30 Percent Design. This review is intended to be done by viewing the design models and design drawings on-screen during the workshop. Jacobs will receive the City’s initial review comments at the workshop and will discuss outstanding issues. Major action items and decisions from the workshop will be documented in meeting minutes that will be distributed to City and Jacobs’s design team.
Assumptions:
• A maximum of one 6-hour meeting, held at the City’s office, will be required for the review meeting. • 3 Jacobs staff will attend the review meeting
Deliverables:
• 2 hard copies of the 30 Percent Design Report
• 1 copy of the 30 Percent Design Report, submitted electronically in PDF format • Review Meeting minutes
Task 5.2 Intermediate Design (60%)
The objective of this task is to build on the concepts developed in the Schematic Design Phase. The design team, with input from the City, will work to finalize key design decisions and complete the required calculations that support them. Process design, structures configuration plans and sections, piping layout, and hydraulic profiles will be finalized in this phase to allow final detailing in the next design phase.
Task 5.2.1 Geotechnical Investigation (Completed Prior to Amendment 3) There have been at least 7 geotechnical borings at the existing WWTP; therefore geotechnical investigation will be focused on characterizing the directional drill. This will include two 125-foot-deep geotechnical borings along the approximate proposed drill path. The drills are anticipated within the Mercer-Fraser property south of the WWTP, and along existing trails on the eastern margin of the parcel planned for the southwestern entry/exit pit (APN 106-041-016).
A 40-foot boring would be completed at the southwestern entry/exit pit, west of the Eel River. An additional 40-foot boring may be advanced at the proposed percolation field or at the WWTP entry/exit pit, depending on project priorities. Geotechnical borings will be logged by a California licensed engineering geologist and undisturbed samples will be collected for testing at Consultant’s fullyaccredited Eureka testing facility. Lab testing will depend on the materials encountered, but expect to test for unconfined compression, moisture content and dry density, and triaxial or direct shear, as appropriate.
Corrosion testing would be completed as required.
The geotechnical investigation is designed to provide the following information:
• Description of site conditions and the local geology based on available geologic information and those encountered during the field investigation;
• Assessment of potential earthquake-related geologic/geotechnical hazards (strong seismic shaking, surface fault rupture, liquefaction, site instability); • Characterization of geotechnical site conditions;
• Characterization of design and construction considerations including:
Jacobs Engineering Inc. 8
• Pipeline entry, exit, and staging areas;
• Soil parameters for use in hydraulic fracture analysis; • Conditions that may provide potential for high rate of drill fluid loss; • Potential construction risks;
• Geotechnical recommendations related to shallow pipelines, WWTP improvements, and the percolation field trenches, as necessary. We expect this task to be relatively minor.
The geophysical investigation will be conducted following the drilling program. The boring logs will be provided to the geophysics team. The geophysics investigation will collect data using a Geometrics 96- channel distributed array seismic system along with an accelerated weight drop seismic source. The investigation will acquire the data using standard roll-along techniques with an asymmetric split-spread configuration. Considering the desired depth range, geophones will be distributed at the at 5-ft intervals and the shot points at 10-ft intervals. Given the 3500-ft length of the transect this will result in a total of about 350-shot points.
Assumptions:
The investigation assumes that appropriate permits can be attained for the proposed field investigation.
The project site is within the Coastal Zone, which requires a Coastal Development Permit; we expect this to be a lengthy and challenging exercise (based on recent experience). We assume permits are attained by the project team. We assume that access will be granted to properties along the proposed pipeline alignment for exploration purposes. The geophysical investigation would occur after the drilling program has been completed.
Deliverables:
Geotechnical Investigation Report. The report will include boring logs, laboratory test results, and all relevant data generated during the investigation.
The Geophysics Report will be included as an attachment to the Geotechnical Investigation Report. The geophysics report will provide stacked, migrated seismic sections illustrating the subsurface conditions along the length of the transect, along with descriptions of the methodology, data acquisition and analysis procedures and interpretation of the results.
Task 5.2.2 60 Percent Design
In this task, the preliminary design engineering decisions made in the 30 Percent Design Report will be used and further developed.
