a. Consider appointing Lieutenant Matthew A. Eberhardt as Interim Police Chief Minutes:
STAFF REPORT: City Manager, Amy Nilsen, provided staff report on appointing Lieutenant Eberhardt as Interim Police Chief. PUBLIC COMMENT: There being no comments from the public, Mayor Johnson closed the public comment section. CITY COUNCIL ACTION:
Council Member Conley moved, seconded by Council Member Diaz to approve and appoint Lieutenant Matthew A. Eberhardt as Interim Police Chief at an annual salary of $148,000 with the city directly purchasing uniforms for total of $1,500 effective March 29, 2025, with all other terms of his existing employment arrangement remaining in place. Voice Vote.

b. Authorize City Manager to Execute Professional Services Agreement with Jen Rice Consults for Strategic Planning and Supplemental Budget Request Minutes:
STAFF REPORT: City Manager, Amy Nilsen, provided staff report on the professional services agreement with Jen Rice Consults for strategic planning. PUBLIC COMMENT:
There being no comments from the public, Mayor Johnson closed the public comment section. CITY COUNCIL ACTION: Council Member Conley moved, seconded by Mayor Pro Tem Trent to authorize the City Manager to execute the professional services agreement with Jen Rice Consults for Strategic Planning and approve a supplemental budget request for $18,810.
