EXECUTIVE SUMMARY:
Grant Submittals:
Staff have been supporting departments in submitting a number of smaller grants in an effort to supplement the General Fund budget with outside funding. This has become a vital strategy for the City to maintain and upgrade aging equipment and continue to offer the services to the community that they have become accustomed to. Most recently the Building Vehicle grant was submitted for reimbursement with the Department of Agriculture which provided $38,000 for the necessary upgrade of vehicles within the Community Development Department.
Staff have also completed the annual registration for the City to be active within the U.S. federal government’s System for Award Management (SAM.gov). Registration through this system is the only way the City is able to obtain federally funded grants.
New Utility Bill Online Payment System:
The City migrated to a new online payment system, Invoice Cloud, in April. The new payment system has additional payment options including Apple Pay, Google Pay, PayPal, Venmo, and eCheck. The new site is also more user friendly and requires less steps to make one-time payments and setup an account. One of the goals of migrating to the new website was to increase the number of customers setup for autopay and email bills. This goal will reduce the amount of time and cost associated with processing payments in person and via the City’s drop box.
Staff have been working hard on getting the word out on the new website and assisting customers in getting set up on the new site. In just a few weeks the number of customers signed up for autopay and email bills is over 200. Staff will be continuing to assist customers in getting setup over the coming months.

The Measure E committee’s next regularly scheduled meeting is set for September 16, 2025 at 5:30pm. The primary purpose of this meeting will be for Staff to review with the Committee the Consent Item 3f
