STAFF REPORT
City Council Business Item
DATE: May 19, 2025
TO: Honorable Mayor and Council Members
FROM: Kaylyn Stainbrook, Interim Parks & Recreation Director THROUGH: Amy Nilsen, City Manager
SUBJECT: Adult Sports Team Processing Fee
STAFF RECOMMENDATION:
Adopt a flat processing fee to be added to each team’s league fee in place of individual player fees.
EXECUTIVE SUMMARY:
The City of Fortuna Parks and Recreation Department facilitates three adult sports leagues throughout the year: Adult Basketball, Adult Softball, and CoEd Softball. Currently, each team is responsible for submitting a forfeit deposit at the time of team registration. Park Staff then determine League Fees based on the cost of equipment and the contracted costs of the Eel River Valley Officials Association (ERVOA), who provides referees, umpires, and scorekeepers.
Separately, each individual player then contacts the Park Office in person or over the phone to process a $5 resident fee or $10 non-resident fee and to sign a waiver.
For the 2025 Adult Basketball League, there were 205 Adult Basketball transactions processed by Park Staff with 173 of them being individual player fees. The player fees collected totaled $1320.
There were 16 registered teams. City collected an approximate average of $82.5 per team in Player Fees.
With new and limited staff in the Park Office, the numerous basketball registrations made operations very challenging. Due to the Park Office’s current staffing state, there is typically only one operator handling the office, including in-person, telephonic, and electronic inquiries for rentals, registrations, and Fortuna Transit scheduling and dispatching. Each sports transaction requires time to process the payment, time to update information on the team’s record, and time to report player eligibility to the ERVOA. Additionally, each cash/check receipt must be printed for daily finance deposits and then must be reviewed/audited by Finance staff.
To reduce staff time in the Finance and Parks & Recreation Departments, save paper on receipts and waivers, and minimize miscommunications and tracking errors regarding player eligibility, Staff recommends removing the individual Player Fee from the Fee schedule, and instead, adopting a flat $100 processing fee to be included in each team’s league fee.
FISCAL IMPACT:
The change of team fee will be negligible; However, this change will significantly save staff time.

City Council Business Item
DATE: May 19, 2025
TO: Honorable Mayor and Council Members
FROM: Matthew A. Eberhardt, Chief of Police
THROUGH: Amy Nilsen, City Manager
SUBJECT: Kiwanis Club of Rio Dell – Scotia Bingo Permit Application STAFF RECOMMENDATION:
Hold a public hearing to consider approving a bingo permit for the Fortuna Senior Center.
EXECUTIVE SUMMARY:
The Kiwanis Club of Rio Dell – Scotia is seeking a permit to operate “Charitable Bingo Games” at the River Lodge Conference Center. Dana Webb, Chairperson of their Bingo event, contacted the City of Fortuna to ascertain what steps were needed to conduct a Bingo game for their annual fundraiser.
The Fortuna Municipal Code allows Charitable Bingo Games in accordance Chapter 5.16 of the Fortuna Municipal Code, however no permit has been received for this activity. In response to this request staff prepared an application with the information required to confirm the compliance with the municipal code and provided it to Ms. Webb.
Ms. Webb submitted the application to the City and reviewed it with the City Manager. The application contained all of the required information and it appears to be consistent with the requirements. A complete copy of the application is attached and a summary of the application is provided below:
• The game will be run by the Kiwanis Club of Rio Dell – Scotia • The game will be held at the River Lodge, 1800 Riverwalk Dr. • The game will not take place outside the hours of 6pm to 8:30pm • The maximum prize limit will not exceed $250
• Funds from the game will be donated to kids in the community for various school related expenses
The municipal code gives the chief of police the authority to inspect the premises in order to ensure that the operation of bingo games at the premises does not constitute a violation of any state or federal law and to inspect the records and special bank accounts containing profits derived from bingo games of any organization conducting bingo games whenever deemed reasonable and appropriate to ensure compliance with municipal code.
Business Item 4d
As this is the second formal request the City has received for Bingo within the City of Fortuna, there is no established fee in the fee schedule for this activity. Staff is not recommending that a fee be charged for this application at this time. Any other applicants that wish to obtain a permit for a Bingo gaming operation will be required to follow the application process and requirements and seek separate Council approval.
The proposed permit duration for this application is three years. The Council may include any restrictions to the permit that the Council deems reasonable and necessary to ensure compliance with the municipal code Chapter 5.16. A copy of this chapter is attached.
FISCAL IMPACT
Staff time necessary to review application and confirm compliance with the municipal code over a period of three years.
RECOMMENDED COUNCIL ACTION:
1. Receive staff presentation and review Council questions with staff
2. Open Public Hearing
3. Close Public Hearing
4. Motion to approve Bingo Permit for the Kiwanis Club of Rio Dell - Scotia. Voice Vote.

Business Item 4e
STAFF REPORT
City Council Business Item _________________________________________________________________________________________________________ DATE: May 19, 2025
TO: Honorable Mayor and Council Members
FROM: Siana Emmons, City Clerk
THROUGH: Amy Nilsen, City Manager
SUBJECT: City Council Appointments to Various Boards and Commissions STAFF RECOMMENDATION:
Staff recommends Council discuss appointments to various Boards and Commissions and upon consensus approve Mayor’s appointments.
EXECUTIVE SUMMARY:
During election years, at the last Council meeting of the year or the first meeting of the New Year, Council members discuss available seats and appointments to outside boards and commissions. Upon consensus, appointments are made by the Mayor with the approval of the Council. However, due to new Council members, there are vacancies that need to be assigned.
Some of the agencies, like Local Area Formation Commission (LAFCo), Humboldt County Redevelopment Agency (RDA) Oversight Board and the Access Humboldt Board are seats that are appointed by the Mayor City Select Committee. Fortuna will have opportunities in the future to apply for seats on those governing bodies upon the expiration of current terms.
If a Council member currently has a seat on an outside board or commission they don’t think is a good fit, this agenda item is the opportunity to discuss making future changes or re-assign the seats. Council members are not “bound” to the boards and commission they are currently serving on.
RECOMMENDED COUNCIL ACTION:
1. Council discussion and consensus on Board and Commission appointments.
2. Open Public Comment.
3. Close Public Comment.
4. Motion to approve appointments as proposed. Voice vote.
