SUBJECT: Community Development Department Report for May 2025 STAFF RECOMMENDATION:
Receive the report as an informational item.
PLANNING DEPARTMENT HIGHLIGHTS:
• New Planning applications received include three pre-application meetings and a Lot Line Adjustment. Staff continued to review between three to five Business License Applications per week.
• Staff continued to review Building Permit applications for zoning and other planningrelated compliance and respond to Public Records Act requests. • Ongoing development projects include minor and major subdivisions, conditional use permits, signs, design review, and other land use entitlements. • Progress continued on the Regional Climate Action Plan, including reviewing and editing the draft CEQA GHG streamlining checklist for new development and participating in work groups.
• On Thursday, May 1st, the Community Development Director participated in the City of Fortuna Strategic Design Team meeting.
• On Friday, May 2nd, the Community Development Director met with HCD staff to discuss the status of Housing Element implementation.
• On Friday, May 2nd, the Community Development Director participated in the first session of the Special Budget workshop.
• On Monday, May 5th, the Community Development Director attended the second session of the Special Budget workshop.
• On Wednesday, May 14th, the Community Development Director participated in the Cal Cities Planning and Community Development Department Business Meeting. • On Wednesday, May 14th, the Community Development Director participated in and provided a presentation at an orientation for new Councilmembers.

• On Friday, April 16th, the Community Development Director, City Manager, and other department heads hosted a lunch interview with a potential Public Works Director candidate.
• On Tuesday, May 21st, the Community Development Director participated in a Regional Climate Action Plan GHG Checklist working group.
• On Thursday, May 29th, the Community Development Director attended a Supervisor training
• On Thursday, May 29th, the Community Development Director participated in a Humboldt County Association of Governments meeting to discuss the impending Regional Housing Need Allocation release.
• On Friday, May 30th, the Community Development Director met with OpenGov and other City staff to discuss ongoing issues with the online permitting software system.
PLANNING COMMISSION ACTIVITY:
• On May 13, 2025, the Planning Commission reviewed the Draft Fiscal Year 2025 – 2026 Capital Improvement Program (CIP) and determined it to be consistent with the City of Fortuna General Plan.
• On May 27, 2025, the Planning Commission approved Design Review of a 3x5-foot freestanding, non-illuminated double-sided sign to direct delivery drivers to the Humboldt Creamery warehouse location within the Preston Centre at 180 South Fortuna Boulevard. • On May 27, 2025, the Planning Commission approved with conditions the Chisum Minor Subdivision to subdivide a 7.69-acre parcel located at 3495 Rohnerville Road into two new residential lots and a remainder parcel.
