Approve the Revisions to the Purchasing Procedures Section of the City of Fortuna’s Administrative Policies and Procedures Manual; Resolution 2025- 21 Minutes:
STAFF REPORT: Finance Director Aaron Felmlee provided a staff report regarding revisions to the purchasing procedures section of the City of Fortuna's Administrative policies and procedures manual.
PUBLIC COMMENT: There being no comments from the public, Mayor Johnson closed the public comment section.
CITY COUNCIL ACTION: Mayor Pro Tem Trent moved, seconded by Council Member Diaz to adopt Resolution 2025-21, A Resolution of the City Council of the City of Fortuna Approving the Purchasing Procedures for Inclusion in the City of Fortuna’s Administrative Policies & Procedures Manual.

2.50 of the Fortuna Municipal Code to Provide for Revised Purchasing Systems

STAFF REPORT: Finance Director Aaron Felmlee provided a staff report on Ordinance 2025-777 amending chapter 2.5 of the Fortuna Municipal Code to provide for revised purchasing systems.

CITY COUNCIL ACTION: Council Member Diaz moved, seconded by Mayor Pro Tem Trent to introduce and conduct the first reading of Ordinance 2025-777, An Ordinance of the City Council of the City of Fortuna California, Amending Title 2 - Administrative and Personnel of the City of Fortuna Municipal Code by Revising Chapter 2.50 - Purchase of supplies, Equipment, and Contractual Services and Determining the Ordinance Exempt from CEQA and continue the public hearing to the next regular meeting for the second reading and adoption. Roll call vote.

She also introduced from Humboldt County DHHS Briana Sherlock, Senior Program Manager Healthy Communities & WIC Division, Katie Jo Slaughter, Prevention Coordinator, and Jay Macedo from Partnership for Health Equity & Inclusion who presented a PowerPoint regarding nitrous oxide and tobacco retail.
PUBLIC COMMENT: Matt Eberhardt, Fortuna Police Chief and Supervisor Michelle Bushnell. There being no additional comments from the public, Mayor Johnson closed the public comment section.
CITY COUNCIL ACTION: Mayor Pro Tem Trent moved, seconded by Council Member Diaz directing the City Manager to return to the City Council with an ordinance banning nitrous oxide and a Tobacco Retail License ordinance.
