Consent Agenda Item
DATE: December 15, 2025
TO: Honorable Mayor and Council Members
FROM: Aaron Felmlee, Finance Director
THROUGH: Amy Nilsen, City Manager
SUBJECT: Approve the Environmentally Preferable Procurement Policy STAFF RECOMMENDATION:
Approve the Environmentally Preferable Procurement Policy (EPPP) and add to the City of Fortuna’s Administrative Policies and Procedures Manual.
EXECUTIVE SUMMARY:
In September 2016, SB 1383, the Short-Lived Climate Pollutant Reduction Act of 2016 was passed. It established aggressive targets to achieve a reduction in the statewide disposal of organic waste beginning in 2022. One component of SB 1383 established procurement goals for recycled content paper products. The EPPP will help the City align its purchasing practices with the regulation. The EPPP policy provides a comprehensive system of evaluating purchases for environmental preferences.
Nothing in the policy shall require procurement of recycled products that are not available at a reasonable price or within a reasonable period of time. Some contractors providing goods or services to the City such as office suppliers, janitorial contractors, and printing vendors will also be required to comply with the City’s EPPP policies and report their qualifying purchases to the City.
The City procurement actions are governed by state and federal laws, Fortuna Municipal Code, and by the purchasing policies established by the City Council. A draft policy is attached for Council review.
FISCAL IMPACT
The Environmentally Preferable Procurement Policy will require additional staff time to maintain compliance with the policy and compile data including quantities, costs, and types of recycled and other Environmentally Preferable products and non-professional services purchased.
