SUBJECT: Review and Approve Mayor’s Recommendation of Appointee to the Measure E Oversight Committee, Planning Commission, and Fortuna Business Improvement District (FBID) Advisory Committee
STAFF RECOMMENDATION:
Review the applications for the Measure E Oversight Committee, Planning Commission, and the Fortuna Business Improvement District (FBID) Advisory Committee and consider approving the Mayor’s recommendation for appointments.
EXECUTIVE SUMMARY:
Measure E Oversight Committee:
Four (4) of the seven (7) seats on the Measure E Oversight Committee are vacant as of December 31, 2025.
The City received three applications:
• Don Ingram (re-appointment)
• Sue Long (re-appointment)
• Martin Morris (re-appointment)
The terms of office for the Measure E Committee are one (1) two (2) year terms and three (3) three (3) year terms and if approved Don Ingram and Sue Long appointments will expire on December 31, 2028 (three-year term). Martin Morris’ appointment will expire on December 31, 2027 (two-year term).
Planning Commission:
Two (2) seats on the Planning Commission are vacant as of December 31, 2025, and one (1) alternate seat is vacant.
The City received two applications:
• Stephanie Halley (re-appointment)
• Micheal Kein (re-appointment)
The term of office for the Planning Commission is four (4) years and if approved it will expire on December 31, 2029.

Fortuna Business Improvement District (FBID) Advisory Committee:
The City received one (1) application:
• Laura Petersen (new appointment)
The term of office for the FBID Advisory Committee is two (2) years and if approved it will expire on December 31, 2027.
RECOMMENDED COUNCIL ACTION:
Motion to Approve Mayors Appointments for the Measure E Oversight Committee, Planning Commission, and the Fortuna Business Improvement District (FBID) Advisory Committee.
Consent Agenda vote.
