Re: Proposed Mobilehome Rent Stabilization Ordinance
Dear Ms. Nilsen:
Thank you for meeting with us to discuss the proposed rent control ordinance, as well as alternatives to such an ordinance. As I stated in my previous correspondence, and at our meeting, a number of cities have entered into Memorandums of Understanding ("MOUs") with parkowners in recent years, in part because they (1) provide certainty for all parties, and (2) eliminate the need for costly and time consuming litigation regarding appropriate rent levels, especially litigation regarding the rent levels needed to provide a "fair return" on investment.
As a sign of good faith while the City is deciding what it will do, my clients have advised that they will limit this year's annual rent increase to the increase in the inflation rate for the area that includes San Francisco, which as I understand it is the data base the City believes is most relevant to Fortuna. In addition, as you indicated some residents at the park have said they are not familiar with the parkowner's current rent credit program, the parkowner has mailed a memo to every space at the park, providing all residents with a detailed summary of that program. A copy of that memo is enclosed for your review, along with a copy of the park's September newsletter, providing another reminder of that program. (See Exhibits A and B).
As we also discussed at our meeting, the rent credit program contained in the Rancho Cordova MOU could be even more beneficial to some low income residents than the MHET rental assistance program. As I stated, that is because whereas the MHET program provides Amy Nilsen

a rent credit of up to 10% of the existing rent, the Rancho Cordova rent credit program could allow a qualifying resident to avoid any rent increases at all throughout the ten year period of the MOU. Accordingly, my clients trust the City will review each of those programs in detail, as both of them are aimed at assisting those who are in most need of help, especially elderly single people, who may have lost their spouse or partner, and the income that spouse or partner may have provided.
Finally, I am also enclosing a printout from HCD, showing the mobilehome parks in Humboldt County with a Fortuna mailing address. (See Exhibit C). As the residents who spoke on this subject at the previous City Council meeting appeared to be mostly or exclusively from Royal Crest, please be advised that my clients are willing to attempt to negotiate an MOU that covers only Royal Crest, if the City would prefer not to include those other, smaller parks at this time.'
Again, thank you for taking the time to meet with us to discuss these issues. If you have any questions or comments regarding this letter, or the proposed MOU, please do not hesitate to contact me.
Very truly yours,
Anthony C. Rodriguez
CC: Client
' In this light, please also note that although the HCD data base contains six parks with a Fortuna "mailing address," all six of those parks may not be within the Fortuna city limits.

IMPORTANT INFORMATION
TO: All Homeowners and Residents at Royal Crest Mobile Estates FROM: Storz Management Company
DATE: September 10, 2025
SUBJECT: Rental Assistance Program for Qualifying Low Income Residents As you may know from the notices in our monthly newsletter, for many years Storz Management Company has participated in the Manufactured Housing Educational Trust ("MHET") Rental Assistance Program, which provides rent credits of up to ten percent (10%) per month for qualifying residents. Although the program is administered by MHET, any rental assistance that is awarded is provided by the parkowner. However, unlike some programs, any rental assistance that is awarded need not be paid back if or when you sell your manufactured home.
MHET has recently increased the maximum income requirements for participation in the rental assistance program. In order to qualify, a one person household with real property valued at $25,000 or less, and personal property valued at $40,000 or less, may now have an annual income of up to $32,900. In addition, a two person household with real property valued at $25,000 or less, and personal property valued at $40,000 or less, may have an annual income of up to $37,600.
Please note that under the program personal property includes but is not limited to cash, stocks and bonds, but does not include the value of your manufactured home at Royal Crest Mobile Estates. If you are interested in applying for the program you may contact MHET directly, and they will provide you with the necessary forms. For your convenience, a more detailed summary of the terms and conditions of the program, along with contact information for MHET, is enclosed with this memorandum.
Thank you for reviewing this memorandum and the enclosed summary. Thank you also for your residency at Royal Crest Mobile Estates.
