On March 16, 2026, Risk staff attend a Redwood Municipal Empire Fund (REMIF) Board meeting and discussed the state of the liability and medical insurance markets. Staff anticipate changes to the overall medical insurance programming. On March 19, 2026, Risk staff attended the City’s risk pool, California Intergovernmental Risk Authority (CIRA) Board meeting. The topic of discussion was changes to the pool’s medical insurance coverage and working with another insurance pool, Public Risk Innovation, Solutions, and Management (PRISM), to form a new selfinsured medical pool.
Human Resources
On April 7, 2026 staff participated in a webinar to learn more about Assembly Bill 339 regarding local employee organizations and notice requirements to the bargaining units for issuing request for proposals, request for quotes, or renewing or extending an existing contract to perform services that are within the scope of work of the job classifications represented by the recognized employee organization, subject to certain exceptions. The bill would require the notice to include specified information, including the anticipated duration of the contract. The bill would also require the public agency, if an emergency or other exigent circumstance prevents the public agency from providing the written notice described above, to provide as much advance notice as is practicable under the circumstances. By imposing new duties on local public agencies, the bill would impose a state-mandated local program, which currently, would be unfunded. Staff will provide updates regarding this change as more information is obtained.
March included a series of interviews for part-time Conference Center Workers and Police Trainees and Officers. The FOPD continue searching for qualified dedicated staff for lateral Police Officers, Police Officer Trainees and part-time Dispatchers.
Human Resources staff continue to administer recruitments for non-general fund full-time positions, police officer and sergeant and part-time recreation positions, as needed.
