SUBJECT: Approve the Full-Time Pay Rate Schedule for Fiscal Year 2026-27, Resolution 2026-21
STAFF RECOMMENDATION:
Staff recommends the City Council approve the Full-time Pay Rate Schedule, by adopting Resolution 2026-21.
EXECUTIVE SUMMARY:
Annually, the City is required to adopt a schedule of positions and the related classifications and pay. As part of the Fiscal Year (FY) 2026–27 Full-Time Pay Rate Schedule adoption, the following modifications are proposed.
Police Lieutenant:
A salary adjustment to the Police Lieutenant classification is proposed to address salary compression impacts associated with the November 17, 2025, side letter with the Fortuna Police Employees Association (FPEA) that provided an overall 15% pay increase for the Police Sergeant classification. As an unrepresented management classification, the Police Lieutenant position is recommended for a 10% adjustment to preserve an appropriate compensation relationship between supervisory and subordinate classifications. The previously approved annual stipend amount of $9,800 will no longer be paid in conjunction with this change.
Employment Contracts:
3% increase per employment contracts of the City Manager, Finance Director, and City Clerk/HR Director. These contracts have previously come before your Council in 2024.
FISCAL IMPACT:
The fiscal impacts associated with the Full-Time Classification and Pay Rate Schedule were incorporated into the FY 2026-27 Adopted Budget.
RECOMMENDED COUNCIL ACTION:
Motion to adopt Resolution 2026-21. Consent Agenda vote.
