STAFF REPORT
Business Agenda Item
DATE: June 1, 2026
TO: Honorable Mayor and Council Members
FROM: Brian Issa, Public Works Director
THROUGH: Amy Nilsen. City Manager
SUBJECT: Review and Approve the Fiscal Year 2026-2027 Five-Year Capital Improvement Program
STAFF RECOMMENDATION:
Review and adopt the City of Fortuna Fiscal Year (FY) 2026-2027 Five-Year Capital Improvement Program (CIP).
EXECUTIVE SUMMARY:
Attached is the 2026-2027 Five-Year Capital Improvement Program. Each year, the CIP is updated and used to identify necessary infrastructure improvement projects as well as to coordinate the financing and timing of those projects in a way that maximizes the return to the public. The program is a guide for identifying and estimating current and future fiscal year projects necessary to maintain the City’s infrastructure, such as roads, sidewalks, streetlights, sewer and water mains, pipes and manholes, parks, community centers, and city buildings, which lists Capital Improvement Five-Year Program Expenditures.
The first year of the CIP is considered the Capital Budget. Each year, the City Council appropriates funding for the Capital Budget only, and years two through five are approved on a planning basis only.
A workshop with the City Council was held on May 4, 2026. At that meeting, staff provided a summary of the various projects included in the FY 27 proposed budget, and answered questions presented by the Council. The proposed CIP was adopted by the Fortuna Planning Commission on May 26, 2026.
Staff update the Five-Year CIP document annually by removing projects which are expected to be complete, or which no longer have funding. A complete sheet for each project is also included that provides more detail including a brief description of the project, justification for the project, funding source, as well as pictures and comments from staff.
COMMUNITY VISION ALIGNMENT:
Adoption of the Capital Improvement Program consistent with the General Plan is aligned with the City’s vision, as it affirms that planned capital investments are advancing the community’s adopted long-term goals for infrastructure reliability, public safety, and fiscal stewardship.
