STAFF REPORT
Consent Agenda Item
DATE: June 15, 2026
TO: Honorable Mayor and Council Members
FROM: Andrew S. Bowles, Chief Plant Operator
THROUGH: Amy Nilsen, City Manager
SUBJECT: 2026 Water Supply and Demand Assessment
STAFF RECOMMENDATION:

Review the City of Fortuna’s 2026 Water Supply and Demand Assessment as an informational item only.

EXECUTIVE SUMMARY:

In 2021 the State Water Resources Control Board issued a requirement for all public water systems to annually submit an assessment of their potable water supply in relation to their potable water demand for the upcoming year (water code section 10632(a) (2)) by July 1st. Because the City of Fortuna owns and operates a public water system CA121006 we must comply with this requirement.

To meet this requirement, staff look at the annual rainfall as measured at the National Oceanic and Atmospheric Administration (NOAA) site in Scotia, the ground water levels at the California Statewide Groundwater Elevation Monitoring (CASGEM) wells and the City’s wells. Staff also consider the projected current year demand and supply. Staff then compare this data with past years including one or more dry years. After consideration of the data staff believe that even if the 2026-27 year is extremely dry the City’s supply will exceed the demand. The required assessment is attached to this staff report.

RECOMMENDED COUNCIL ACTION:

Receive report as an informational item. Consent Agenda vote.
