DATE: July 20, 2026
TO: Honorable Mayor and Council Members
FROM: Kaylyn Stainbrook, Parks and Recreation Director
THROUGH: Amy Nilsen, City Manager
SUBJECT: Approve the Amended Historical Commission Bylaws STAFF RECOMMENDATION:
Approve the amended Historical Commission Bylaws.
EXECUTIVE SUMMARY:
The Fortuna Historical Commission currently meets every other month at 6:00 p.m. at the Fortuna Depot Museum, as prescribed in its bylaws. During a Special Meeting held on May 20, 2026, the Commission discussed modifying its meeting schedule to allow future meetings to occur during regular business hours in order to reduce staff time worked outside of normal schedules and provide greater flexibility in meeting administration.
Following that discussion, the Historical Commission approved a motion on July 8, 2026, recommending an amendment to Article V, Section 1 of the Historical Commission Bylaws. The amendment removes the fixed meeting time and location requirements and instead allows meeting times and locations to be determined collaboratively by the Commission and City staff while maintaining the Commission’s established meeting frequency and compliance with applicable laws and municipal code requirements.
The proposed amendment provides flexibility to schedule meetings in a manner that best accommodates Commission members, City staff, facility availability, and operational needs. Staff believe the amendment will improve efficiency while preserving the Commission’s ability to effectively conduct business.
FISCAL IMPACT:
No direct fiscal impact is anticipated. The amendment provides flexibility to schedule meetings during regular business hours, improving coordination with staff schedules and reducing the need for evening meeting attendance.
RECOMMENDED COUNCIL ACTION:
Motion to approve the amended Historical Commission Bylaws. Consent Agenda vote.
