It is recommended that the City Council, by motion, approve the City’s Cross Connection Control Plan as required by the State Water Resources Control Board.
EXECUTIVE SUMMARY:
The City has developed a Cross Connection Control Plan to comply with requirements established by the California State Water Resources Control Board and to protect the public drinking water system from contamination due to backflow. The plan establishes policies, procedures, and enforcement mechanisms to identify and control cross connections within the City’s water system, including requirements for backflow prevention devices, inspection, testing, and recordkeeping.
The Cross Connection Control Plan has been reviewed and approved by the State Water Resources Control Board, confirming that it meets all regulatory requirements. City Council approval is requested to formally adopt the plan and authorize its implementation.
Adoption of this item will ensure continued regulatory compliance, safeguard public health, and strengthen the City’s water quality protection efforts.
FINANCIAL IMPACT:
Implementation of the Cross Connection Control Plan will be supported through existing Water Fund resources. Costs associated with program administration, inspections, and enforcement are anticipated to be absorbed within the current operating budget. Future adjustments, if necessary, will be addressed through the annual budget process.
RECOMMENDED COUNCIL ACTION:
Approve the City’s Cross Connection Control Plan, as approved by the California State Water Resources Control Board; and authorize the implementation and administration of the plan in accordance with applicable state regulations. Consent Agenda vote.
