SUBJECT: Receive and File the Appointment of Mayor Pro Tem Trent to the Local Agency Formation Commission
STAFF RECOMMENDATION:
Receive and file the appointment of Mayor Pro Tem Tami Trent to serve as a City Member Commissioner on the Humboldt Local Agency Formation Commission (LAFCo) as an outside appointment concurrent with her service on the Fortuna City Council.
EXECUTIVE SUMMARY:
The Humboldt Local Agency Formation Commission (LAFCo) is an independent public agency established by the State of California to oversee changes in local governmental organization and to encourage the orderly development of communities throughout Humboldt County. Every county in California has a LAFCo operating under the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000.
The Humboldt LAFCo is composed of representatives from the County of Humboldt, incorporated cities, independent special districts, and a public member. City representatives are selected to represent the interests of all incorporated cities within Humboldt County rather than any single jurisdiction. Commissioners serve fixed terms and participate in regular public meetings addressing matters affecting local government organization and service delivery throughout the county.
Pursuant to Government Code Section 56335, the City Selection Committee is responsible for appointing both regular and alternate city representatives to LAFCo. Mayor Johnson is the representative on the City Selection Committee and the City Selection Committee appointed Mayor Pro Tem Tami Trent to LAFCo. This appointment to the Humboldt LAFCo provides the City of Fortuna with representation on an important regional commission that helps shape the future organization of local government, municipal service delivery, and orderly community growth throughout Humboldt County. Council acknowledgment of this outside appointment recognizes the value of regional collaboration and the City's continued participation in countywide governance.
RECOMMENDED COUNCIL ACTION:
Motion to receive and file the staff report regarding the new appointment of Mayor Pro Tem Trent to LAFCo. Consent Agenda vote.
