STAFF REPORT
Business Agenda Item
DATE: July 20, 2026
TO: Honorable Mayor and Council Members
FROM: Kaylyn Stainbrook, Parks & Recreation Director
THROUGH: Amy Nilsen, City Manager
SUBJECT: Approve a Hiring Freeze Exception for a Full-Time Administrative Assistant II Position
STAFF RECOMMENDATION:

Approve an exception to the current hiring freeze to allow recruitment and appointment of the Full-Time Administrative Assistant II position.

EXECUTIVE SUMMARY:

The Parks and Recreation Department Administrative Assistant II position became vacant on July 7, 2026.

The Administrative Assistant II is an advanced-level office support position that works under the administrative direction of the Parks and Recreation Director and is responsible for supporting the smooth operation of the Parks and Recreation Department business office.

The Administrative Assistant II position provides critical support for Department operations, including facility rental coordination and processing, supporting the Transit Division as needed, processing recreation program enrollment, recordkeeping, monthly reporting, form preparation, supporting reception, and more.

The vacancy comes at a time when the Department is already operating with significant staffing and supervisory impacts. The Parks and Recreation Director is currently absorbing additional responsibilities as there are no Conference Center administrators nor Transit Supervisor.

Maintaining the Administrative Assistant II duties for an extended period is not sustainable and would reduce the Department's ability to provide timely, accurate, and consistent service to the public, support rentals and programs, maintain records, and keep public-facing materials current.

FISCAL IMPACT:

No additional appropriation is required at this time. The Administrative Assistant II position is an existing, budgeted position. This request does not create a new position or increase authorized staffing levels.

ALTERNATIVE TO STAFF RECOMMENDATION:

Denying the exception – Not recommended. This would leave the Administrative Assistant II position vacant and require the Parks and Recreation Director and remaining staff to continue absorbing essential administrative duties; thus, negatively impacting the Parks and Recreation Departments ability to maintain timely and accurate service.

RECOMMENDED COUNCIL ACTION:

1. Receive staff presentation and review Council questions with staff

2. Open and close Public Comment

3. Motion to approve an exception to the hiring freeze for the Full-Time Administrative Assistant II Position. Roll Call vote.
