STAFF REPORT
Consent Agenda Item
DATE: September 8, 2026
TO: Honorable Mayor and Council Members
FROM: Kaylyn Stainbrook, Parks and Recreation Director
THROUGH: Aaron Felmlee, Acting City Manager
SUBJECT: Amended Parks and Recreation Commission Bylaws STAFF RECOMMENDATION:

Approve the amended Parks and Recreation Commission Bylaws.

EXECUTIVE SUMMARY:

The Parks and Recreation Commission currently meets every other month at 6:00 p.m. at the Rohner Park Recreation Hall, as prescribed in its bylaws. During a Special Meeting held on August 18, 2026, the Commission approved a motion to recommend an amendment to Article IV Section B of the Parks and Recreation Commission Bylaws. The amendment removes the fixed meeting time and location requirements and instead allows meeting times and locations to be determined collaboratively by the Commission and City staff while maintaining the Commission’s established meeting frequency and compliance with applicable laws and municipal code requirements.

CURRENT LANGUAGE:
“The Commission shall meet in the months of February, April, June, August, October, and December at 6:00 pm on the second Monday at the Parks & Recreation Office. All meetings and rules of the Commission will conform to the provisions of the Fortuna Municipal Code

2.20.080 A. and B. The Commission may hold special meetings to be scheduled as deemed necessary by the Chair of the Commission.”
PROPOSED LANGUAGE:
“The Commission shall meet in the months of February, April, June, August, October, and December at a time and location agreed upon by the Parks and Recreation Commission and City staff. All meetings and rules of the Commission will conform to the provisions of the Fortuna Municipal Code 2.20.080 A. and B. The Commission may hold special meetings to be scheduled as deemed necessary by the Chair of the Commission.” The proposed amendment provides flexibility to schedule meetings in a manner that best accommodates Commission members, City staff, facility availability, and operational needs. Staff believe the amendment will improve efficiency while preserving the Commission’s ability to effectively conduct business.

On July 20, 2026, the City Council approved a similar amendment of the Historical Commission Bylaws, allowing for flexibility in the commission’s meeting time and location.

FISCAL IMPACT:

No direct fiscal impact is anticipated. The amendment provides flexibility to schedule meetings during regular business hours, improving coordination with staff schedules and reducing the need for evening meeting attendance.

ALTERNATIVE TO STAFF RECOMMENDATION:

If the City Council does not approve the proposed amendment, the Parks and Recreation Commission Bylaws will remain unchanged. The Commission would continue to be required to meet in February, April, June, August, October, and December at 6:00 p.m. on the second Monday at the Parks and Recreation Office. This would limit the Commission’s ability to adjust meeting times or locations to better accommodate Commission members, City staff schedules, facility availability, and operational needs. This is not recommended.

RECOMMENDED COUNCIL ACTION:

Motion to approve the amended Parks and Recreation Commission Bylaws. Consent Agenda vote.
