Legal/Proof of Publications 4
Notices Posted (Public Hearing, Agenda, Ordinance, etc.) 9 In the September 1, 2026, publication of Western City Magazine, Carolyn Steffan, the City Clerk in Tehama, was honored for her contribution of six decades to her agency. Carolyn is an active Board Member for California Intergovernmental Risk Authority (CIRA) and today is the longest serving City Clerk in State History. Steffan’s success has come from her opinion that city staff and council members should “Be available to people, listen to their concerns, and try to make them feel like their opinions are valued. I stress that with my council, so that if somebody contacts them, they take [the concern] seriously, even though it may not be serious to them.” Steffan has also maintained a good working relationship with the city [Tehama]. “I’ve always said, if I have a council that doesn’t listen to me and take my direction, I’m gone. But that’s never happened. They don’t get paid. They’re here because they love the city, and they want it to stay the way it is.” What an amazing accomplishment for Carolyn Steffan! The City Clerk’s office maintains the official records of the City, including the minutes of the City Council meetings and documents pertaining to Public Records Act (PRA) requests. Date of Claim Type of Claim Status
08/10/2026 Tort Claim Closed
On August 20, 2026, Risk staff attended a California Intergovernmental Risk Authority (CIRA) Executive Committee (EC) meeting in Eureka. Agenda topics included review and approval of Supplemental Actuarial Reports for the 2025/26 Program Year, review and approval of the Employment Risk Management Authority (ERMA) excess allocation methodology, discussion of Strategic Planning Initiatives, California Intergovernmental Risk Authority Captive (CIRAC) implementation update and approval of Administrative Services Agreement, review and approval of CIRA accounting position, approval of Amendments to the CIRA Bylaws, prospective new members to the cities of Fullerton and Lynwood, CIRA program renewals and closed session items. The City of Eureka graciously hosted the EC attendees and provided a tour and welcome reception at the Ingomar Club on August 19th, and following the meeting a lunch and tour of the Sequoia Park Zoo Skywalk.

Computer/Network
Staff continue to obtain quotes from qualified firms to replace the obsolete phone system currently being used by the City. The City’s technical infrastructure and network is complex and will require a unique skill set and knowledge for a successful transition. Currently there are four potential firms working on providing quotes. As an update, support staff anticipate all quotes will be received by the end of September.

City staff continue to work collaboratively with Nylex to meet the City’s ongoing technical needs.
