MINUTES
CALL TO ORDER OF CITY COUNCIL AND FOSTER CITY PLANNING COMMISSION
The duly called and noticed special meeting of the City Council and Planning Commission of the City of Foster City (City), sitting as said Council and Planning Commission of April 21, 2022 was called to order at 6:30 p.m. by Mayor Awasthi
Pursuant to Governor Newsom’s Executive Order N-29-20, as amended through Order N-08-21, the meeting was held as a hybrid meeting.
ROLL CALL
The Deputy City Clerk/Deputy Recording Secretary called the roll:
PRESENT: Councilmembers/ex officio EMID Directors Jon Froomin, Sanjay Gehani, Sam Hindi, Patrick Sullivan and Mayor/President Richa Awasthi.
Planning Commissioners Evan Adams, Ravi Jagtiani, and Chair Rick Wykoff.
ABSENT: Planning Commissioners Charlie Bronitsky and Nicolas Haddad.
STAFF PRESENT: Edmund Suen, Interim City/District Manager, Denise Bazzano, Assistant Attorney; Jennifer Phan, Interim Deputy City Manager; Marlene Subhashini, Community Development Director; Bill Sandri,, Police Lieutenant; Leslie Carmichael, Planning Consultant; Rob Lasky; IT Manager; Shuli Chen, Video Technician; and Yelena Cappello, Deputy City Clerk/ Deputy Recording Secretary.
PUBLIC
The following people addressed the City Council and Planning Commission in person:
1. Guarav Keswani; and
2. Ken Malone.
STUDY SESSION
Mayor Awasthi recessed the meeting into study session for Joint City Council & Planning Commission study session to continue discussion on the 2023-2031 Housing Element Update Including An Overview of the Preliminary Public Review Draft and Potential Housing Sites, Policies, Programs and other aspects of the Housing Element.
Community Development Director Subhashini and Consulting Planner Carmichael presented the staff report and facilitated the discussion.
Gary Dababo addressed the City Council and Planning Commission in person.
Discussion ensued.
Meeting recessed into study session at 6:36 p.m. and reconvened at 9:19 p.m.
ADJOURNMENT
Hearing no objection from the City Council and Planning Commission, Mayor Awasthi adjourned the meeting. Meeting adjourned at 9:19 p.m.
