July 19, 2022
Dear Mayor and Council of Foster City,
Animal Protection League is offering to pay for the development of an effective non-lethal program to minimize human/goose conflicts for Foster City. In return, we ask that Foster City suspend the goose killing program for at least one year.
On Monday night, the Foster City mayor and council voted to kill 100 Canada geese by “spinal dislocation.”
Spinal dislocation is pulling the neck to sever the spine and is used to slaughter large birds; some sources recommend “a heavy stick” to “dislocate” the neck on geese and turkeys. If unsuccessful, the action is to be repeated until the bird is dead. Veterinarians advise that cervical dislocation is inhumane and cannot be done humanely on large birds like geese.
This news came as a shock to Animal Protection League’s wildlife mitigation team, headquartered in the Northeast and specializing in wildlife co-existence programs, especially for geese. Since May 5, League staff has hosted a series of Zoom calls with mitigation experts and city representatives:
May 11 NAM Planning & Design, LLC, Ecological Landscape Designer June 21 FLOCK FREE
July 6 FlightTurf
We hadn’t known that Mr. Rudnicki, who was resistant, is Foster City’s goose control consultant. As relayed on the Foster City website by Councilman Joe Froomin, the city had tried addling, which doesn’t work; “fogging”; hazing; and strobe lights. Most of these are secondary techniques from the nineties that are known to be limited in effectiveness. None are long-term.
Many of the city’s parks are a textbook example of the biologically degraded landscapes that attract Canada geese in the first place. Mowed turf grass – and little else—next to water provides the clear line of sight geese require for protection from predators.
The city’s surfeit of turf grass can be revegetated with native plants and its riparian buffers restored wherever practicable – not only for geese, but for a host of wildlife whose habitat has been destroyed. And for humans’ affinity for nature.
Landscape restoration requires little or no maintenance and is the only long-term solution for co-existing with waterfowl whose coastal habitat is now airports and housing. It is always an aesthetic improvement while gently persuading the geese, one of nature’s most intelligent birds, to move on.
We are prepared to pay for experts who have implemented successful programs in other towns, to provide a detailed nonlethal plan for Foster City. We hope the city will take us up on our offer that will be a win-win for the geese and the residents.
Please let us know if you have any questions. We look forward to hearing from you.
Sincerely,
APL’s Wildlife Mitigation Team

Dear Mayor Awasthi & council members,
I’m writing to you today to ask you, to implore you, to please take non-lethal actions to address your geese problems in Foster City. While the abundance of goose droppings are no doubt an annoyance or even a potential health risk, there are literally a dozen other options or more for addressing the matter that wouldn’t entail killing a bunch of innocent animals. What you are advocating for is both unethical and immoral.
If cost is the issue, I’m confident if you put the matter up to a public vote or solicited donations to pay for a more humane response, you would be flooded with monetary support from both Foster City and across the Bay Area. You would also engender a high degree of goodwill while doing no harm. Including all of the residents, including avian, of the city.
Please, do the right thing. Not the easy thing.
Sincerely,
Mark D Barthel

Mayor and council members,
I can imagine that you are faced with a dilemma at this time concerning the geese in Foster City. This decision is not putting the city in a very good light and the fact that news is spreading rapidly doesn’t bode well for the community. Please consider working with the animal experts and accepting the help of various organizations that have offered their assistance so these beautiful animals can live.
We really need to be a better example for our children. The world is a cruel place and if our go-to is just to be more cruel (to innocent animals), it says something about our character and we are not being the change we want to see in the world.

Dear Mayor Richa and City Council Members
I am a resident of Foster City, and I am writing to raise my concern about the recent news I heard regarding slaughtering of Geese. I understand that public health concern is the main driver for the elimination of the geese, and if we don't keep parks clean then COVID like health concerns will emerge over and over.
However we need to learn to coexist with other animals, and killing an innocent flock of birds who are simply living their life is immoral. You could have contacted sanctuaries who could have taken those birds. Another alternative is to catch them and leave them far away in another location.
I hope you will see the other humane side of this issue, and conider every possible option before murdering innocent animals.
Sincerely

Hi,
I am a resident of Foster City and have known Shilpi Goel for more than two decades. It has been an amazing experience to see how much she has accomplished in the areas dear to her heart. Her focus is to build a strong, compassionate and immaculate community that can sustain itself.
Cleanliness is key - within or without! That is the reason Shilpi started the South Asian Seniors Program for the senior citizens of Foster City. This provides a support structure for them not only on the physical level, but on the metaphysical level as well by employing techniques like Yoga and Meditation that brings the consciousness to a higher level - which in turn leads to better sustainability in today's stressful world. To take care of the outer cleanliness Shilpi has been the main driver behind the Foster City Team-up and Clean-up Group.
Shilpi is a smart business woman and a loving wife and mother at the same time.
While balancing the act, she did not miss out on the fun - and has been active in organizing many cultural activities.
For Shilpi the whole world is her family. So, it seems a very natural step that Shilpi formalizes these glorious activities by becoming a part of the Foster City Sustainability Committee, so that the city she helped all these years can now help her more!
I whole-heartedly endorse Shilpi Goel - For Foster City Sustainability Committee. I foresee a lot of good coming out of this!
Thanks for considering my request.
Regards,
Sandhya

Hi. I am a long-time Foster City resident who has typically not voted in city council elections. However, at the next opportunity I will vote against any and all council members who supported the decision to kill innocent animals.
Inconvenience and, yes, poopy water is not a reason to kill sentient beings that have every right to live on this planet as we do. The lack of moral compass from elected officials is very disappointing.
If you have pets that you love, or even just the ability to empathize, please reconsider before going through with this violence against innocent animals.
Thx,

Hello,
Killing 100 geese, and throwing them away? What a waste! How about hiring a firm who will kill, process and freeze the meat, and then give it to Samaritan House? I totally agree with getting rid of the geese, it is so gross to walk around any grassy areas in FC. I just think it’s unconscionable to waste that resource when there are shelters and other places all over the Peninsula who need food.

Hello,
I am a permanent resident of the US, living in Foster City for the last 2 years. I understand that the Sustainability Committee will be announced shortly. In this connection I strongly recommend the candidature of Shilpi Goel.
Shilpi is a resident of Foster City for 20+ years and has been involved in many community development activities including founding the ‘South Asian Seniors Program’ in 2016. She is very active and the inclusion of Shilpi Goel in the Sustainability Committee will go a long way to serve the purpose of forming the committee.

Over the years, she has been involved in numerous initiatives to build a strong community.
South Asian Seniors program weekly meetings, yoga/meditation & various social gatherings to create a support structure for the senior citizens. She also organizes cultural events.
She also started the Foster City Team-up and Clean-up group to help keep our community beautiful and clean. This team meets on weekends on regular basis for cleanup work.
She co-founded Hearts For Humanity, which focuses on helping unhoused people in local communities. As part of this program, she creates weekly meals & monthly hygiene kits for the needy.

Dear Foster City Council,
I am writing you this letter in support of Shilpi Goyal for Foster City Sustainability Committee.
I have known Shilpi for many years and during that time I have seen her positive influence in the community.
She has a great program that brings together South Asian Seniors, she has spent countless hours and put in effort to make sure seniors don't get isolated. This has been a great asset to me personally, since my parents sometimes feel isolated.
She also runs various cleanup drives in the city, making sure that we preserve the city's environment and its appeal.
She has great ideas for furthering the sustainability goal of the city, I hope she gets nominated to the city sustainability committee to promote her ideas.

As a frequent user of the various tennis courts around Foster City, I see the presence of the geese most every day. However, the main reason that you folks are giving for the need to remove the animals is the poor coliform counts in O'Neil Slough. This has been at elevated levels for just about all the years I've lived around the lagoons. I think the absence of good or sufficient tidal exchange from the bay is far more influential than the bird droppings. Please look into this and not pursue feel good remedies that probably won't cure the problem anyway.
ps the presence of dropping on the walkways and lawns is hardly a good reason to think we have too many birds around.
Regards and hopefully,
Mike Caggiano

City Council members, As a resident of Foster City, I am pleading with you to make a different decision about the problem with the geese. More geese will come over the years, if you actually kill so many of them. The Sierra Club has recommended changing the landscape where so many of them gather as well as having a credible water test. I am hopeful that such a resourceful city as Foster City can find a more humane solution to this problem. Cleaning up after the geese is not an insurmountable problem especially in a time when we must work hard for ecological balance for our planet.

Foster City Council,
I strongly oppose the killing of geese for no biological benefit (other geese will fill the void). It will not solve the problem! It is a sloppy and heartless action to take, actually shameful!
Please consider other options, such as landscape guidance calling for the elimination of geese-attracting-lawns, to be replaced by water efficient shrubs, gravel and native grasses,
Restore natural creeks and estuaries to balance species mobility.
There's a need to call for a credible water quality report, since there is considerable doubt regarding the validity of the Council’s water quality report.
There are many local people concerned about this issue and are hoping you take a more reasonable approach!!
Thank you,
Catherine Christen, a long time Bay Area resident.

Subject: Slaughtering Geese ? Not the Answer!
Date: Wednesday, July 27, 2022 9:01:00 PM
Dear City Council Members:
Killing Canada Geese is NOT the answer to the problem.
Each one slain will be replaced by another. And very rapidly.
What could be a sane and humane approach is to get rid of the grassy lawns that attract them in the first place and replace
them with gravel, Native California plants and other water-wise options.
None of those are very inviting to geese. They will, literally, find green pastures.
What Foster City has done is create an invitation for the geese and now wants to needlessly slaughter them.
Nothing will be gained unless that door is closed and less goose-attracting planting and hardscaping replace it.
In addition, have you noticed we are in a severe DROUGHT? Being water-wise is also being GOOSE-WISE.
Please: SANE AND HUMANE!
Respectfully,
Caryn Huberman

Date: Thursday, July 28, 2022 9:39:17 AM
To the FC council:
This council needs to exhaust all nonlethal options for managing the city's abundance of geese.
What are you teaching the kids of your city with this awful decision? Why aren't you working with the wildlife experts?
Killing the geese will only bring more geese. Let them live; it is an increasingly hostile world for all life, especially the animals losing their habitats. You're sending the message to kids that its ol to simply kill what there's too much of, instead of working smarter and as a community to solve a problem.
Shame on you all (except the one who voted against this idiotic "final solution").

Subject: Canada Geese Culling Plan
Date: Thursday, July 28, 2022 12:27:56 PM
To the Foster City City Council:
I am writing to express my concern with the planned culling of Canada geese in Foster City.
We live in an age where it's no longer radical to care for the earth and care for the environment. We live in an age where it's universally understood that being green and being good stewards of nature are our personal responsibility as human beings. We no longer live in an age where we can imagine that other sentient beings are not sentient. We don't have that luxury. It's now outrageous to us that previous generations believed that fish don't feel pain.
It's now outrageous to us that widespread pollution of our air and water was once considered tolerable for either human or animal populations.
We know too much now. We know that all life is sacred. We know that we must care for the earth and for nature in everything we do. These ideas are no longer up for debate.
In this context, Foster City's decision to brutally cull Canada geese is not only backwards and misguided, but utterly barbaric. There is no clearer demonstration of cruelty.
The SF Chronicle has reported that "a private company would use 'spinal dislocation' as a method to cull the geese. This method includes pulling the neck to sever the spine." In other locations where lethal culling of geese has been conducted, geese are often gassed in mobile gas chambers in which geese experience the simultaneous freezing and burning of their lungs for up to 45 minutes before death.
This is cruelty of the highest degree.
What I take from this decision is that Foster City stands for spinal dislocation. Foster City stands for gas chambers for sentient beings. Foster City stands for torture and abuse. Foster City stands for cruelty.
I ask you to please reconsider your decision on culling the geese. At some other moment in history, the Foster City City Council might have had the excuse of ignorance. But in 2022, we know that all life is sacred. We can't pretend otherwise. Your decision isn't just one that will look outrageous in the future. It looks outrageous -- and barbaric -- right now. You have a choice whether to stand for cruelty and torture -- or to stand for the sacredness of all life.
Please make the right choice.
David Susman

Good afternoon,
In response to the mayors video regarding the bacteria in the lagoon with probable cause being the water fowl.
I disagree to some extent as “ALL” factors have to be taken into consideration.
1. The water fowl have been present since i was a child there, without this concern.
2. Increased population and probable cause of pollutants from human contamination, are the problem Mayor.
3. Control of trash and waste from events such as reminants from 4th of July Fireworks @ Recreation Center from early 1980’s, you also need to think about.
All factors have to be taken into account and placing blame on the water fowl, which would destroy part of the ecosystem is not the way to go! This is just an idea of an easy fix for change there. Mayor, your input on this is only a temporary one and will change nothing!
Thank you,
Michael

Cervical Dislocation is not a humane way to deal with this Geese overpopulation. You are making an uninformed hasty decision on this and should take more time to look at other options.
I understand your time is limited but why not form a committee to come up with concrete solutions that don’t require you killing a portion of the geese population every year? This also sounds like it is not an option that will work long term, the geese will just repopulate or take over the vacant territory. Other cities around the country have come up with successful plans that do not include killing the geese.
A 2 or 3 prong solution would be something that the public could wrap their head around. Continue Egg Addling (to be successful you need more than one person), look at replacing park grass with Flight grass, replace one park at a time over the next couple of years, install a deterrent such as laser, statue, etc on the grass until it can be switched out on other parks, another option is have a city worker or two AND a group of volunteers work together to clean up the feces on a daily basis.
EVERYONE AND ALL SIDES INVOLVED AGREE THERE IS A PROBLEM BUT YOU CAN’T JUST KILL THE GEESE!!! FIND A SOLUTION THAT IS HUMANE AND WILL IMPACT A PERMANANT REDUCTION IN THE GEESE POPULATION.

Importance: High
To Foster City Council Members,
I live at 342 Stanchion Drive in Foster City, CA. I am opposed to the plan to kill 100 Canadian Geese in Marlin Park. Killing these geese is inhumane, and offers no biological benefit because other geese will populate the area.
I do endorse plans to
consider landscape guidance calling for the elimination of geese attracting lawns, to be replaced by water efficient shrubs, gravel and native grasses. I also support restoring natural creeks and estuaries to balance species mobility.
I also question the validity of the Council’s water quality report, and would endorse hiring another firm to do a valid water quality report.
Please understand that the senseless killing of these geese will harm our community and most of us live in beautiful Foster City for the natural wildlife and environment. Where I live in Schooner Bay, I have had to put up with tractors and endless construction noise for years while the city is building the flood wall. I can’t wait for the construction to be over so that we can once again walk along the estuary filled with Herons, Egrets, Ducks and Geese!

Dear City Council,
I wanted to share my support for Shili Goel's application to be a member of the Foster City Sustainability Advisory Committee.
I have known Shilpi for the last 20 years. Shilpi is very socially conscious and has always cared deeply about the welfare and well being of the society and city she lives in. And since she moved to Foster City, she has done the same for our beloved city.
She has founded and is actively involved in many social causes, from starting a program for senior citizens and leading a city clean-up initiative, to funding and supporting local fun activities, and caring for the displaced.
As a local business owner who serves a diverse community and as a mother, Shilpi understands the needs of many people. I don't think we could find another person like Shilpi, she would be a great asset to the City Council as a member of the Foster City Sustainability Advisory Committee. I hope you select her application.
Best,
Pallavi

Subject: Peace for the Geese, roll back the decision!
Date: Saturday, July 30, 2022 6:17:30 PM
Council Members:
As a 94404 constituent, please know I'm exceedingly embarrassed by the FC Council's barbaric antics and anti-science stance to snap the necks of the geese when anyone who has ever worked w/wildlife knows it will NOT help the return nesting/habitat, it will just slaughter innocents that mate for life, work collaboratively in groups and are highly sentient beings.
It's abhorrent that our district now has a nationwide reputation for cruelty based on the poor execution of 'trying everything'...when it's been half-baked at best.
Further, media coverage hasn't accurately portrayed the SCIENCE behind why KILLING THE GEESE WILL NOT WORK as they will come back to the same spots to nest regardless! What a defamed, poor reputation this suburban community now has thanks to the lack of creative thinking. But there IS time to reverse your power play...As Nike would say, "just do it."
We live on waterways that are their homes...It's high time we respect the coexisting behavior and get innovative with bots, drones, sterilization programs etc. to shift the population rather than bow to political zeal from a handful of loudmouth power whiners and political posturing bureaucrats eager to say "we've handled it' by hiring a contracted killer.
This is the peninsula...Silicon Valley...we can get CREATIVE rather than just SAY we did w/one guy addling eggs! In Denver where my family lives, they successfully launched a volunteer force of thousands and eradicated via this birth control method, yet media coverage has not done a deep dive on solutions...Instead council is fear-mongering and parroting a 'potential public health' problem that does not actually exist; water stagnancy is in itself a HUGE problem and needs addressed at a much larger level than killing waterfowl.
Finally, by taking this hasty stance we will now see maiming and harassment of wildlife by over zealous residents who believe 'they're gonna kill them anyway'...based on council's decision. I used to volunteer at the Peninsula Humane Society in wildlife and we'd see cretins take potshots w/BB guns to shoo the geese and ducks away because they were 'pooping on lawns'...puncturing lungs and dying horrible deaths...
Slow the roll. Halt the slaughter. Think of solutions, not half-baked political posturing.
Otherwise, I hope each and every one of you is voted out and shamed for the sheer absurdity of this anti-science stance bowing to blowhards who would rather KILL with carte blanche 'fast and furious' ease than SOLVE problems for the long haul.

Subject: STOP THE GEESE KILLING
Date: Monday, August 1, 2022 10:24:22 AM
> Like so many others in this area and now around the state and even the country, I am appalled that the Foster City Council has decided that killing innocent, defenseless geese is the chosen option, rather than trying all other options, including the one that will actually work, changing the landscaped to make it less inviting for wildlife. >
> Killing 100 random geese, separating families, newborns from parents is extremely cruel and 100% ineffective, unless the goal is to make Foster City Geese Killing Capitol, USA. >
> If you randomly kill 100, 200 more will take their place. There are 500 to 1000 goslings hatched each year.
Where do they all go? If they weren't migratory Foster City would have tens of thousands of geese and they do not.
Unless they are all tagged, you have no idea which are migrating and which are staying. >
> Do we really want to project the image of our city as being Intolerant, Entitled and Privileged? That's what we are showing our neighbors, the county and the entire state. >
> You MUST search for other options.

Subject: For 8/1 City Council meeting: Recology trucks dumping waste water on city streets Date: Monday, August 1, 2022 12:50:23 PM
Dear Council,
I am the president of the Island J HOA and I am reporting on numerous complaints by our home owners.
Over the past weeks we have been having increasingly serious problems with our garbage collection by Recology.
At almost every stop, and definitely at the first few stops in our complex, the trucks are leaking large quantities of what looks like raw sewage with cleaning chemicals onto the streets of our complex from the backs of the trucks.
We have contacted Recology and we have spoken with the truck crews and they say they are “aware of the problem”.
Recology has sent a cleaning crew to clean up the mess at their expense on two occasions already, but the trucks are now dumping the stuff faster than it can be cleaned up, twice per week.
Our two streets, the end of Balboa Lane and all of Portofino Lane, are our private property and we pay for their maintenance.
In 2019, we replaced our aging asphalt with $2M worth of new commercial pavers.
Now, those beautiful streets look like we are building up a new layer of asphalt a few buckets at a time, throughout our entire complex.
We understand that our streets will not stay brand new forever, but this problem has gotten much worse over the past weeks.
I have uploaded a picture of some of the damage to the Foster City Access web site.
While our streets are private and our lighter paving color shows the problem more clearly, Recology trucks are picking up garbage all over Foster City.
This is definitely a serious city-wide environmental and health hazard and if our complex is any indication, the city-wide quantity is very significant.
Rain and street cleaning will wash all of this stuff directly into our storm drains and from there into the lagoon and into the bay.
Children and pets playing in the streets will track the stuff into their living areas and worst-case will soil their clothes, toys, skin and faces with it.
This also has an impact on our property values and with it on City revenue from real estate taxes.
Can the Council please look into this issue and impress on Recology that dumping anything anywhere in the City, even on private property near a watercourse, is illegal and harmful? Can the Council please follow up with Recology to make sure their trucks are maintained in such a manner that they can be operated legally?
Thanks,
Bart Besseling

Subject: Public Comment regarding the Recreation Center Replacement Project Date: Monday, August 1, 2022 4:02:17 PM
Respected City Council Members, City Staff, neighbors and interested parties:
Now that Foster City staff members are about to issue a request for proposal for the professional design, bidding and construction support services for the Recreation Center Replacement Project, I urge you to build upon the previous work completed and to seek continuous input from the community.
In my opinion, a practical approach would be to rebuild the recreation center in its current location, and if a larger structure is desired, use the space approaching the amphitheater and northwest parking lot currently earmarked for the senior wing of the existing recreation center. By building a one-story structure the City can avoid the cost and space of one or more elevators and stairways.
Furthermore, in the event of a disaster and need to use the recreation center as an emergency shelter, there would be less dependency on electricity to operate the elevator(s).
Please preserve the Senior Wing component in the new structure by setting aside specific meeting spaces for senior citizens age 55 and up. I think many residents of Foster City want this to be an age- friendly community.
Thank you for your consideration.
