FROM: Tracy Avelar, Police Chief
DEPARTMENT: Police
SUBJECT: PURCHASE 35 AUTOMATED EXTERNAL DEFIBRILLATORS

FROM VIA HEART PROJECT AND AUTHORIZING
APPROPRIATION OF $85,333.99 FROM THE CITY’S GENERAL
FUND

RECOMMENDATION
It is recommended the City Council adopt a resolution authorizing the purchase of 32 new Automated External Defibrillators (AEDs) from Via Heart Project for designated City facilities, including the Police Department, and 3 training devices (35 total devices) from Via Heart Project and authorizing appropriation of $85,333.99 to Account No. 001-0620- 421-4240 in the Police Department’s budget from the City’s General Fund for the purchase of the 35 AEDs.

EXECUTIVE SUMMARY
An AED is a medical device that is used to help those experiencing sudden cardiac arrest by analyzing the heart's rhythm and, if necessary, delivering an electrical shock, or defibrillation, to help restore a regular heart rhythm. The existing AEDs were purchased in 2010 for the Police Department’s devices and around 2013 for the City facilities’ devices. The warranty for the AEDs was for eight years and has expired.

Given the age of these devices, replacement parts are scarce and the devices are now obsolete. Replacement of the AEDs will be done with modern AEDs that are more efficient and effective.

6.2 6.2 Staff Report

12 The 24 AEDs currently in use in the Police Department’s vehicles and in designated City facilities will be replaced. 6 additional AEDs will be placed at locations where community members congregate for activities: Pickleball Courts, Catamaran Park, Edgewater Park, Port Royal Park, Boothbay Park and the Leo Ryan Park Amphitheatre.

The AEDs will be purchased from the Via Heart Project, a San Francisco-based non- profit dedicated to the awareness, education, treatment, and prevention of sudden cardiac arrests. The total cost to purchase the AEDs is $85,333.99, which includes the initial year of service and parts. The Via Heart Project provides a comprehensive package of devices and service, including replacement of parts that commonly need replacing when the device is used during a cardiac arrest situation. They are the current supplier of the AEDs for the Police Department.

BACKGROUND
The City currently has AED units in designated City facilities and Police Department patrol vehicles, 24 in total. The Police Department’s existing AEDs were purchased in 2010 while the City facilities’ AEDs were purchased around 2013. The warranty for the devices was for eight years and has expired, and obtaining replacement parts such as batteries and contact pads is becoming increasingly challenging because they are scarce. The current AEDs in use have become obsolete. The AEDs used by the Police Department and those used at City facilities are different models and were purchased from different vendors. The two models of AEDs currently deployed are the Physio CR Plus and the Philips HeadStart HS1. The AEDs currently located in City facilities had previously been maintained by the Foster City Fire Department, but that ceased when the Fire Department consolidated under a Joint Powers Authority as San Mateo Consolidated (SMC) Fire serving the cities of San Mateo, Foster City and Belmont.

Police department staff have maintained the AEDs in their facility while City Hall staff maintained the AEDs in the City facilities.

The timeliness of electric therapy delivered by an AED has proven to be a significant, determining factor in the survivability of a sudden cardiac arrest episode. The application of an AED within minutes of a person’s cardiac arrest episode increases their chances of survival. A person’s chances of surviving a cardiac arrest episode increases between 7% and 10% when the amount of time between the cardiac arrest and the application of an AED is minimized.

Between September 2012 and November 2022, the Foster City Police Department applied an AED 48 times during cardiac arrest incidents. Of the 48 AED applications, 14 people were revived, saving their lives. The Police Department and its officers have received letters from survivors and their families thanking them for their lifesaving actions. The AEDs have proven to be effective in saving lives.

ANALYSIS

6.2 6.2 Staff Report

13 The Via Heart Project currently supports the Police Department’s AED program. The Police Department’s AED coordinator/trainer recommends buying the Physio Control CR2 AED. Unlike our current models, the Physio Control CR2 AED allows operators to perform CPR while the machine analyzes for shockable rhythm simultaneously, which increases the flow of oxygen-rich blood through the person’s system. Additionally, this model can switch between adult and pediatric mode with the push of a button and has a bilingual option. Current CPR training in the Police Department includes the use of AEDs.

The Police Department’s AED trainer or designee will provide training for the specific model of AED to be purchased. Having one type of AED throughout the city allows for continuity in service and training on the device.

The purchase from Via Heart Project of the Physio Control CR2 AEDs not only includes the 32 AEDs and 3 training AEDs, but also includes service and parts replacement for the first year of deployment. The parts that are most likely to need replacement will be contact pads and batteries that are used during a cardiac medical emergency. Via Heart Project provided a $3,200.00 discount, $100 per device, and a discounted price for the training AEDS. They also provided a comprehensive package that includes the cost for the AEDs and the first year of service and parts for $85,333.99 (see attachment 2).

In contrast, the two other quotes obtained from vendors, AED USA and Stryker, lacked the all-inclusiveness of training AEDs and service and parts, or they were able to provide the training AEDs and service and parts for an additional cost. AED USA was able to provide the lowest cost at $68,640.00 for 32 AEDs but could not provide training or service. Additionally, they noted that the AEDs were on backorder without an estimated time for their availability. Replacement parts cost was $395.00 per AED (see Attachment 3). Stryker was able to provide the 32 AEDs, 3 training AEDs, and parts for the devices.

However, Stryker provides replacement parts and service for an additional cost. Stryker’s quote was the highest at $214,487.82 (see Attachment 4).

If Council approves this purchase, the Police Department will immediately utilize this vital lifesaving equipment and include regular, ongoing training to all City staff. The SMC Fire Department continues to express support for the use of AEDs.

CALIFORNIA ENVIRONMENTAL QUALITY ACT
Purchase of the 35 AEDs is not subject to review under the California Environmental Quality Act (CEQA) pursuant to Public Resources Code Section 21000, et seq. and the CEQA Guidelines (14 Cal. Code Regs. §§ 15000 et. seq.), including without limitation, Public Resources Code section 21065 and California Code of Regulations 15378 as this is not a “project” that may cause a direct, or reasonably foreseeable indirect, physical change in the environment.

FISCAL IMPACT
If approved, $85,333.99 will be appropriated to account No. 001-0620-421-4240 in the Police Department’s budget from the City’s General Fund. This purchase will be funded

6.2 6.2 Staff Report

14 by the City and includes 32 AEDs, 3 training AEDs, and one year of service and parts.

The estimated useful life of an AED is eight years, which is the warranty term.

PARKS AND RECREATION DEPARTMENT AND AUTHORIZE AN

APPROPRIATION OF A TOTAL NOT TO EXCEED AMOUNT OF
$54,540.66 FROM GENERAL FUND 001 TO ACCOUNT NO 001-

UP TO THE CONTINGENCY AMOUNT

RECOMMENDATION
It is recommended that the City Council adopt the attached resolution authorizing the purchase of a new Ford F-250 Pick-up Truck to support the Irrigation Technician position within the Parks and Recreation Department and authorize an appropriation of a total not to exceed amount of $54,540.66 from the General Fund, and authorizing an appropriation of an additional $5,000 with authorization given to the City Manager to approve purchase order changes up to the contingency amount.

EXECUTIVE SUMMARY
The City Council approved a new Irrigation Technician position in the Parks and Recreation Department as part of the Fiscal Year 2022-2023 budget. A full-time Irrigation Technician position was requested to provide dedicated support for the new irrigation smart controller system. The smart controllers require specialized knowledge

6.3 6.3 Staff Report

23 and skill to manage the system on an ongoing basis to ensure irrigation is effective as well as efficient in conserving water. The Irrigation Technician is responsible for the City's irrigation and watering systems and closely monitors water usage in all parks, medians, and cul-de-sacs, and acts as an inspector when City irrigation systems conflict with other projects.

A properly outfitted vehicle is required for this position based on the nature of the job, which involves traveling to various locations throughout the City. It is necessary for the vehicle to have suitable storage space for the specialized tools, equipment, and supplies so that essential duties can be performed safely, efficiently, and effectively.

Parks & Recreation staff identified a new 2022 Ford F250 Super Duty service truck complete with Scelzi service body at Fremont Ford in Fremont, California for a total cost of $54,540.66.

BACKGROUND
City Council approved the addition of a full-time Irrigation Technician position in the Parks and Recreation Department as part of the budget process for FY 2022-2023. A dedicated vehicle was not proposed for this position at the time due to budget concerns. The Parks Maintenance Division maintains twenty-four (24) parks, fifty-two (52) cul-de-sacs, and over forty-nine (49) medians and easements, provides landscaping around city facilities, and manages the maintenance contracts for walkways, easements, medians, cul-de-sacs, and the levee pedway. The Division currently has twelve (12) daily use vehicles for seventeen (17) employees. The Irrigation Technician works independently to maintain all irrigation systems in the parks and assists in managing the maintenance contracts for medians and cul-de-sacs. A dedicated vehicle is needed to carry out these tasks safely and efficiently.

At the November 1, 2021 City Council meeting, Council re-authorized the purchase of three (3) Ford F-250 Super Duty trucks with utility beds as part of a scheduled equipment replacement for the Parks and Recreation Department. Due to supply chain and production issues Ford was not able to procure the vehicles and the order was canceled. On November 7, 2022 staff requested an additional appropriation from the Council to cover the increased cost of placing a new order for the vehicles. Ford indicated that shortages affecting production will likely continue until 2024. The overall U.S. vehicle production has a backload of approximately five million vehicles, and it is believed that it will take several more years for production to match demand. Ford is currently allocating approximately 55-60% of the 5-year average purchase for government fleets. As of today, the City does not have a time estimate for when the current order of trucks will be fulfilled and there is no guarantee that the order will result in the vehicles being requested.

The full-time irrigation technician was hired in October 2022. The technician has been using a standard fleet truck which is not properly equipped with safety features such as strobe lights, necessary when servicing or inspecting irrigation in medians and other rights-of-way for safety reasons. The truck in use also lacks a service body with

24 appropriate lockable storage for supplies, specialty tools and small machinery necessary for the irrigation system repairs and maintenance, requiring the technician to make multiple trips back and forth from the Corp Yard to the work site. In the interest of employee safety and efficiency, the Department began seeking alternative methods for vehicle procurement outside of the formal bid process and proceeded in obtaining quotes from qualified dealers for a vehicle with the required specifications.

ANALYSIS
The Park Maintenance Division maintains twenty-four (24) City parks as well as monitoring street medians and cul-de-sac maintenance agreements with Loral Landscaping. The Irrigation Technician position requires a vehicle for daily fulfillment of departmental obligations and diverse fieldwork in both parks and public rights-of-way.

Safety is a key factor when servicing or inspecting irrigation in medians and other rights-of-way in the City. The vehicle that is currently being used by the Irrigation Technician is not properly equipped with safety features such as strobe lights and lacks a service body which would provide appropriate lockable storage. The vehicle identified meets the operational needs of the position while providing a level of safety not available with the vehicle currently being used for the position. This vehicle will be a model year 2022 Ford F250 pickup truck with a 6.2 liter, eight (8) cylinder engine, 6- speed automatic transmission, and a gross vehicle weight rating of 10,000lbs. It will be outfitted with a service body to adequately store supplies, specialty tools and small machinery.

Staff is recommending the purchase of the Ford F250 pickup truck outside of the formal bid process for City vehicles due to the immediate need and unique qualities of the vehicle necessary for the Irrigation Technician position in accordance with the exception in Foster City Municipal Code sections 3.04.100 and 3.04.110 below:

3.04.100 Emergencies—Purchase of supplies, services or equipment.

A. General. Emergency purchases should be made under the provisions of Chapter 2.40 of the municipal code pertaining to emergency organization and functions.

B. Purchases of Supplies, Services and Equipment. When an emergency exists which, in the judgment of the department head, requires immediate action to insure the public health, safety and welfare, and the city manager and the city treasurer are not available, the department head may authorize the purchase of the necessary supplies, services and equipment to respond to the emergency. The city manager and city treasurer shall have similar authority in the event of the necessity for immediate emergency action. (Ord. 536 § 2 (part), 2007) Given the uncertainty of when the current order of vehicles will be received, the length of time necessary to complete another formal bid process for requested Irrigation

6.3 6.3 Staff Report

25 Technician vehicle, and the immediacy of the need, staff pursued an informal bid process which involved obtaining quotes from three vendors: Corning Ford, Fremont Ford, and Folsom Lake Ford Commercial Vehicle Center. Fremont Ford submitted the lowest quote and had a large inventory of work-ready trucks on site. For these reasons, staff proposes purchase of the vehicle from Fremont Ford Commercial Vehicle Center.

It should be noted that at the November 7, 2022 City Council meeting, staff was directed to consider electric vehicles in the future to replace the City's current fleet of gasoline and diesel vehicles. This direction is in alignment with the City's commitment to reducing its carbon footprint and promoting sustainability. Electric vehicles have significantly lower carbon emissions compared to traditional gasoline and diesel vehicles, reducing the City's overall carbon footprint and contributing to lower air pollution levels in the community. Staff is committed to researching electric vehicle options that will eventually replace the City’s current fleet, their associated costs, grant opportunities, as well as infrastructure requirements for charging stations. The goal is to have a plan for implementing electric vehicles in the City's fleet in the near future as a step towards achieving the City's long-term sustainability goals and promoting a cleaner environment. However, due to the special requirements and immediate need of the Irrigation Technician vehicle, the electric option was not considered for this purchase.

PROPOSALS FOR THE PREPARATION OF AN IT STRATEGIC
PLAN

RECOMMENDATION
It is recommended that the City Council of the City of Foster City approve the issuance of the attached Request for Proposals (RFP) (Attachment 1) for Preparation of an IT Strategic Plan.

EXECUTIVE SUMMARY
As technology has become increasingly important to the delivery of City services, an IT Strategic Plan will help build on the Information Technology (IT) work that has come before and put in place a strong and innovative plan for the future of Foster City that aligns technology with the City’s strategic priorities. Staff is seeking City Council approval to issue an RFP for consulting services to prepare an IT Strategic Plan.

BACKGROUND/ANALYSIS
The Information Technology Division provides IT services to all of the City’s operating departments, and is funded via internal service charges to those departments via the City’s annual budget.

6.4 6.4 Staff Report

30 The City’s IT infrastructure, resources, and service delivery technologies must keep pace with the needs and service delivery levels of the various City departments and expectations of City Council, staff, and residents. The guiding principle of an IT Strategic Plan is to chart a course to effectively utilize information technology to improve the efficient delivery of City services. IT Strategic Plans include a series of achievable projects and initiatives recommended for implementation over the next five years and beyond. By providing a common framework for technology planning, the City can improve the way it conducts business and meet its overall objectives. The plan can also help align prioritization of efforts and ensure optimal and appropriate technologies are utilized.

Since the IT Division was formed in the mid-1990’s, the division staff undertook some strategic planning exercises, but all of them were done internally. The City has never had an analysis of its IT environment performed by a 3rd party. It is somewhat common for cities to hire a consultant to perform this function, as an IT consultant can perform discovery and develop a plan quickly due to their experience in preparing these plans.

A consultant will also bring a level of objectivity that would be hard to achieve if internal staff were tasked with preparing the plan.

An IT Strategic Plan aims to align IT resources with Citywide and department/division level service delivery goals and objectives. It does so through the involvement of City’s IT staff, leadership, management, and department-level users. Input from these groups is incorporated into the plan so that it reflects an enterprise-wide scope. Metrics for success are also created so progress can be measured.

FISCAL IMPACT
There are no costs associated with the issuance of the RFP. The agreement and associated fiscal impact will be discussed when the item to award the contract is brought to the City Council for approval. The IT Strategic Plan Consulting Project is estimated to cost $60,000 and is included in the IT Fund 504-0160-419-4251 budget for FY 2023-2024.

Assets are given a useful life and a replacement value when purchased.

Operating departments pay into the replacement fund for their assets (and shared citywide assets) the replacement value divided by the useful life in years. This ensures there are funds available to replace that asset when it reaches end-of-life. •Funding for the IT Division operating budget is via reallocations to all other operating departments.

Section 2
Project Services and Requirements
The selected vendor will be responsible for the development of a five year strategic plan that provides short-term and long-term guidance for the City’s IT needs and assesses the current IT conditions for all departments and locations of the City.

The development of the plan should be based on an operational review of the current IT Division and IT infrastructure. The goal is to ensure that business technology services are a platform for innovative and progressive business process improvements that will assist in ensuring the effective and efficient delivery of high quality services by the City’s departments to the citizens and visitors of the City of Foster City and to those that do business with the City.

The following are the minimum requirements we expect from the vendor’s proposal. Your response should address every requirement.

Assessment of IT Systems, Structures, Policies and Processes The successful consultant will conduct an assessment and provide preliminary recommendations to address immediate, short- and long-term vulnerabilities and needs. The consultant will then facilitate a process to review the recommendations and determine the future direction of IT at the City of Foster City.

The successful consultant will conduct an assessment including but not limited to the following topics:

1. IT Infrastructure;
a. All existing technical infrastructure and technology systems used throughout the City of Foster City’s Departments and Divisions
b. Vulnerabilities in accessing the systems, including staff access rights c. Risks of system failure
d. Cyber Security risks
e. Risks of existing legacy systems
f. Business continuity/Disaster Recovery
g. Emergency Preparedness
h. Components that require an upgrade
i. Options for improving connectivity between and within City facilities

2. Staffing resources, including positions, roles, skills, organization structure for IT, required to support information management and the IT strategy

3. Current business processes, procedures, and forms used by staff as they access IT resources

4. Needs and opportunities
a. Current and projected technology needs driven by organizational changes b. Potential for IT to be better integrated into departmental programs/functions c. Business needs of all departments in the City of Foster City d. The current and potential use of technology. For example, SharePoint Online is our primary file repository, however the full capabilities of SharePoint are not yet maximized
e. Sufficiency of existing relationships, maintenance strategies, replacement cycles and opportunities for enhancement of these strategies.
f. High-level analysis of enterprise architecture integration opportunities for key applications.
g. Assessment of the City’s GIS program, organizational structure and staffing. h. Expansion of technology use by field workers
i.

Following the conclusion of the assessment, the City expects at minimum the following deliverables:
a. Inventory and analysis of IT infrastructure and systems, including gaps and vulnerabilities b. Analysis of IT structure and staffing, including gaps and vulnerabilities c. Analysis of IT business process, including gaps, pain points and the current vulnerabilities

6.4 Attachment 1 - Request for Proposals

40 City of Foster City RFP – Development of an IT Strategic Plan Project 9 5
8 2
d. Analysis of current IT role and recommendations on future IT strategy and IT role e. Report containing a prioritized set of recommendations for immediate, short- and long- term solutions. The report shall include but shall not be limited to:
i. Solutions for risks that require immediate mitigation ii. Solutions for any identified risks, gaps, pain points or vulnerabilities iii. Opportunities to serve unmet needs
iv. Metrics for measuring IT performance
f. Each recommendation shall also include cost and time estimates.

Outcomes
The successful consultant is expected to perform and report on an in-depth needs analysis and review of the current environment through interviews with IT staff, Department Heads, keys users and elected officials. It is expected that the needs analysis will reflect best practices for all departments and how best to integrate existing and new IT services and support for these departments.

Based on the consultant’s analysis, they will provide recommendations for improvement in the form of a five (5) year IT strategic plan. Recommendations should be supported with comparison to other municipalities with similar complexities and of similar size. The plan must prioritize projects and estimate implementation costs and timeframes for recommended changes. The plan should also include a five year estimated capital and operating budget.

The purpose of the Five (5) year IT strategic plan is to lay out the path to actualizing the IT strategy and vision across the City of Foster City and particularly in IT, given the resources identified in the assessment phase of the project.

Tasks undertaken by the consultant may include but are not limited to the following:

1. Incorporate learning and information gathered during the assessment

2. Research costs of IT solutions

3. Update the City regularly on work progress

4. Present drafts of the strategic plan to City

5. Revise strategic plan upon gathering feedback
The City of Foster City expects that the five (5) Year IT strategic plan will cover topics such as, but not limited to:

1. IT governance

2. Replacement planning

3. Service methodology

4. Updated policies and procedures (new policies and procedures if recommended)

5. Organization-wide technology project prioritization evaluation and prioritization process and visual matrix.

SUBJECT: AUTHORIZING THE ISSUANCE OF A REQUEST FOR

PROPOSALS FOR CONSULTING SERVICES TO PERFORM A
DRUPAL UPGRADE FOR CALOPPS.ORG

RECOMMENDATION
It is recommended that the City Council of the City of Foster City approve the issuance of the attached Request for Proposal (RFP) for consulting services to perform a Drupal upgrade for CalOpps.org.

EXECUTIVE SUMMARY
In 2003, the City of Foster City created CalOpps, an online public sector job posting board and applicant tracking system, and has administered the system since its creation. CalOpps runs on Drupal software framework which requires an upgrade by late 2023. Staff is seeking City Council approval to issue an RFP for consulting services to perform a Drupal upgrade for CalOpps, including professional services for software deployment and migration of existing data and files.

BACKGROUND/ANALYSIS
Recognizing the need for an affordable option for public sector employers to advertise job opportunities and accept applications online, the City of Foster City created and launched CalOpps in 2003. CalOpps has grown significantly since it was first launched in 2003, a testament to the quality and success of the system. Today, there are 84 full

6.5 6.5 Staff Report

44 member agencies using CalOpps as a job posting board and applicant tracking system and another 135 agencies using CalOpps for advertising only. The City of Foster City owns and operates CalOpps, allowing other public agencies to use the system for advertising and applicant tracking. Subscriptions are paid by member agencies which allows them to post job openings, accept applications, and use flexible processing to move applicants through hiring workflows.

During the April 10, 2023 City Council Special Meeting, the City Council expressed general support regarding changes to the Master Fee and Service Charges Schedule pertaining to CalOpps fees for the FY 2023-2024 budget.

CalOpps is regularly maintained and upgraded as necessary. CalOpps underwent one major upgrade in 2017; however, another significant upgrade is required related to the CalOpps operating system.

CalOpps runs on a web application framework called Drupal. Drupal is a popular open- source content management system used by many web developers and serves as the core application infrastructure for CalOpps. The version of Drupal on which CalOpps operates is nearing the end of support. An upgrade to the newest version of Drupal is required to ensure long-term supportability and access to security updates. The upgrade cannot be completed by in-house IT staff; therefore, staff is requesting to issue an RFP for consulting services to perform the Drupal upgrade. Staff expects the Drupal upgrade to be completed after the end of support for the current version, and staff will implement security measures to protect the system until the upgrade is complete.

Although the upgrade will take several months, it will not change the functionality of the system, so it will cause little to no impact on users.

FISCAL IMPACT
There are no costs associated with the issuance of the RFP. The agreement and associated fiscal impact will be discussed when the item to award the contract is brought to the City Council for approval. The Drupal migration is estimated to cost $345,000 and will be included in the CalOpps Special Revenue Fund budget for FY 2023-2024. Costs associated with CalOpps are recovered through CalOpps membership and posting fees.

Section 1
Introduction / Background

1.1. The Project
CalOpps is a public sector employment job board owned and operated by the City of Foster City.

Subscriptions are paid by public sector agencies (cities, counties, special districts, etc.) which allows them to post job openings, accept applications, and use flexible processing to move applicants through the unique hiring workflows for each agency. Currently there are approximately 300 agencies that use the system for various processes. Potential applicants use the site to get notified of new job openings, create s personal profile to store contact information and job history, and use that profile information to apply for open positions. Currently there are over 300,000 active profiles on the site. The system is managed by the City of Foster City Human Resource Department and Information Technology Division.

With the upcoming Drupal 7 end-of-support, we are looking for a vendor to plan and perform a migration of the functionality and content of the current site to Drupal 10. Look and feel can remain the same (or similar to) the current site.

RFP responses should include costs for professional services, software deployment, and migration of existing data and files. The vendor selected will be responsible for the implementation of all selected components, project management, training, and providing a complete installation that will meet the performance requirements as stated in final contract.

The vendor shall submit a proposed time-line schedule for implementation. The vendor will need to identify staff from their company who will be working on their team and confirm their availability for the duration of the project.

1.2. Current Systems Environment

1.2.1.Calopps.org is currently running on Drupal 7.

1.2.2.Calopps.org is hosted on AWS. AWS also hosts development, staging, and test environments.

1.2.3.The AWS infrastructure is managed by MissionCloud.

1.2.4.There are four environments currently configured: Development, Staging, Testing, and Production.

1.2.5.The website application has three main areas of functionality: Public/Job Seeker Interface, Subscriber Agency Interface, and Calopps Site Administrator Interface. See below for details about each area.

1.2.6.Public/Job Seeker Interface allows anyone to search for job postings, view a list of agencies and basic information about them, read FAQs, learn about government employment and to apply for open positions. Some specific functions of the Job Seeker Interface includes:
•Creating a Profile: A personal profile can be created that stores the user’s basic information which can then be used to pre-fill job application fields. Job Seeker

51 City of Foster City RFP – Calopps.org Drupal Upgrade Project 6 5
8 1
profile information is secure and requires the user to create a username and password to manage their profile.
•Notifications: An email can be sent to the user listing new job openings based on categories and locations. The user can also specify how often notifications are sent. •Job Cart: Users can place job openings in a cart to review later. •Apply for Open Positions: Information saved in the applicant’s personal profile is used to populate the job application. The applicant then completes the remaining agency application requirements (each recruitment can have additional questions, a supplemental questionnaire, pre-qualification questions, etc.). Applicants can save their progress on an application and return to it later, but the application must be completed/submitted by close date/time of the specific job opening. •Personal Profile Options: Users can view and edit personal profile information, view applications submitted, delete their profile and view their job cart.

1.2.7.Subscriber Agency Interface allows the staff of subscriber agencies to create and manage their recruitments. All subscriber agency access requires a secure login to the site.

Some specific functions of the Job-Posting Agency Interface include:
•Tools Interface: Agency admins are able to edit their agency information, view login history of their HR and Departments users, view FAQ/Documentation, and authorize agency users to specific recruitments.
•Create a Recruitment: Authorized agency users enter the necessary information to post a recruitment on the CalOpps site. Some required information includes job category, region/location, job type (full-time, part-time, seasonal), recruitment close date, and pay/salary. Some of this information is viewable by potential applicants via the Job Seeker Interface.
•Work with Recruitments: Authorized agency users can view applications, create and manage processes/steps to move applicants through the recruitment process; rate/comment on applications, and cancel or close a recruitment. •Process Templates: Templates help save staff time by storing the agency’s standard language for letters, questionnaires, and other relevant information that can then be used in the applicant tracking process.
•Notifications: Authorized agency users to communicate with applicants in a specific recruitment. Notifications can be sent via e-mail or can generate pdf letters for applicants without email addresses.
•Schedule interviews: Authorized agency users can set up interview timeslots and notify candidates they wish to interview, and candidates can sign up for timeslots from the notification email.
•Reports: Reports display summary information on all recruitments for an agency by different criteria.

1.2.8.CalOpps Site Administrator Interface is used by City of Foster City HR staff to manage the CalOpps application.
•Support: Allows Calopps admins to ‘act as an agency’ to troubleshoot reported issues.
•Search: Allows Calopps admins to search and view applicants and profiles system- wide.
•Add New Agency: Calopps admins add agencies and designate membership (Full, Advertise Only).
•Login History: Calopps admins can see all logins system-wide (profile, agency, administrator)
•Statistics: Calopps admins can access statistical reports on applications received, job seekers, admin emails sent, agency details, open recruitments. Reports can be exported to csv.
•Notifications: Calopps admins can email agency contacts and/or active job-seekers. •Application Maintenance: Calopps admins can add/change/delete general categories and information on the site.

7.2 Attachment 2 - Expenditure Report as of March 31, 2023

66 City of Foster City

MEMORANDUM
DATE: April 5, 2023
TO: Mayor and Members of the City Council
VIA: Stefan Chatwin, City Manager
FROM: Jennifer Nentwig, Principal, Tripepi Smith
SUBJECT: LEVEE IMPROVEMENTS PROJECT – COMMUNICATIONS METRICS Tripepi Smith would like to share the attached updated Levee Improvements Project Communications Dashboard Report with the Mayor and Members of the City Council. In the report, you will see that the metrics now reflect our communication efforts through the month of March 2023.

As a reminder, this report is a summary that our team typically develops at the end of each month. It includes data on website traffic, social media engagement, community forum participation, and the number and rate of project email and hotline contacts. While Tripepi Smith has been involved in project communications since January 2021, we have pulled numbers (where available) going back to October 2020 to provide a baseline for comparison.

I would like to highlight a few items of note:
● The number of Levee Project inquiries totaled 23 in March 2023, compared to 11 inquiries from the month prior. Project inquiries were largely related to the project timeline and Phase 1 Milestone public access . The increase in inquiries are expected as the project grows closer to completion.
● The City's Facebook, Twitter and Instagram saw an astronomical increase in engagements and impressions compared to the previous month. This increase in metrics is attributed to the Phase 1 Milestone opening access to the public post. ● Levee specific post impressions increased by 88% and engagements increased by almost 2000%. This astronomical increase in engagements is due to individuals interacting with the Phase 1 Milestone post through reactions, comments, shares, link clicks and image clicks. As the City progresses with the project, the City is advised to continues highlighting imagery of updates of major milestones with the public.

Attachment 3

7.2 Attachment 3 - Memorandum and Communications Metrics - March 2023

67 ● The Levee Improvements Project earned three media mentions in March 2023.

In March, the City published one Levee-related press release regarding the Phase 1 Milestone, which the San Mateo Daily Journal and Patch picked up. The San Mateo Daily Journal also shared news about the funding approval for the Levee Improvements project.

Our team is actively monitoring the metrics to analyze the effectiveness of various types of communication and to align the cadence of our efforts to the community’s interest levels. We believe that the City’s proactive social media communications are leading to fewer people having questions or concerns about the project in general – reflecting positively on overall outreach and engagement efforts.

During March 2023, the number of project inquiries increased significantly from the month prior with inquiries largely relating to the anticipation and opening of the Phase 1 Milestone public access. As the project grows closer to completion, we anticipate more inquiries regarding the opening of the other sections of the trail and feedback and comments regarding the opened portions. As construction continues, the project team remains committed to emphasizing safety messaging, discouraging trespassing, and highlighting trespassing implications such as additional cost to the project and potentially deterring the timeline.

Additionally, the project team will continue to keep the community informed through the regular project channels, including the project website, with any project updates and milestones.

As you review the full report, please feel free to let me know if you have any questions. I would be happy to walk you through the report one -on-one if it would be helpful, and we will continue to refine the metrics over time to best meet the project’s needs.

SUBJECT: CONTRACT AMENDMENT FOR $74,250.00 WITH GROUP 4 ARCHITECTURE, RESEARCH + PLANNING, INC. FOR

BOARDWALK MASTER PLANNING SERVICES IN THE
RECREATION CENTER REBUILD PROJECT (CIP301-678); AND
AN APPROPRIATION IN THE AMOUNT OF $74,250.00 TO CIP
301-678

RECOMMENDATION
It is recommended that the City Council adopt the attached resolution authorizing: (1) The Mayor to execute the attached Contract Amendment No. 1 with Group 4 Architecture, Research + Planning, Inc. (Group 4) in the amount not-to-exceed $74,250 to provide boardwalk master planning services in the Recreation Center Rebuild Project (CIP 301- 678); and (2) An appropriation in the amount of $74,250.00 from Fund 301 to the existing project budget 301-0910-678-4251 for funding Contract Amendment No. 1.

EXECUTIVE SUMMARY
In November 2022, the City entered into an agreement with Group 4 for professional design, bidding, and construction support services for the Recreation Center Rebuild Project (CIP 301-678). Group 4 has been working on the conceptual design along with doing community outreach for feedback on key design layouts and features.

8.1 8.1 Staff Report

82 During a presentation to City Council on March 6, 2023, the City Council recommended not limiting the design to the building area, but also looking at the boardwalk area for improvements. In Group 4’s original agreement, boardwalk master planning services were an optional task that they could provide but wasn’t included in the scope’s budget.

Staff is proposing to amend Group 4’s contract to include boardwalk master planning services for 1000 feet of boardwalk, which would cost an additional $74,250. Because the original budget did not include planning for boardwalk improvements, additional funding would be required to pay for this task in the design. An appropriation of $74,250 from Fund 301 is being requested for CIP 301-678. If this appropriation and contract amendment is approved, the total contract agreement with Group 4 would be $5,558,207.

BACKGROUND
On August 1, 2022, the City Council approved the Request For Proposal for professional design, bidding, and construction support services for the Recreation Center Rebuild Project.

At the City Council regular meeting on November 21, 2022, the City Council awarded an agreement with Group 4 for professional design, bidding, and construction support services for the Recreation Rebuild Project. Group 4 is currently working on conceptual designs and outreach.

On March 2, 2023, Group 4 and City Staff presented to the Planning Commission and Parks and Recreation Committee. During the presentation, Group 4 received feedback on conceptual design layouts and features.

On March 6, 2023, Group 4 presented to the City Council the current conceptual designs and current survey results regarding design features and priorities.

On April 6, 2023, Group 4 and City Staff presented to the Planning Commission and Parks and Recreation Committee site strategies, concept options, and schematic design recommendations.

ANALYSIS
During the March 6, 2023, City Council Meeting, City Council members suggested that staff look into improvements to the boardwalk area within the project area as part of the design and planning phase of the Recreation Center Rebuild Project. This item was listed in Group 4’s original agreement as an optional task that could be performed but was not included in the agreement’s budget.

Staff have discussed with Group 4 the scope and negotiated the budget involved to provide boardwalk master planning services along 1000 feet of the waterfront of the Recreation

8.1 8.1 Staff Report

83 Center as shown on the following image. The negotiated budget is based on their original response to the RFP which included pricing for such a service.

If the Contract Amendment No. 1 is executed, Group 4 will include the following services:
1) Conceptual Design: the purpose of this task is to develop an overall design concept for the waterfront and to document in written and graphic form the layout and character of the project. The Consultant shall:
a) Develop up to two alternative approaches for the City’s review and direction. b) Develop overall illustrative plan.
c) Develop site sections (up to two).
d) Provide reference images.
e) Develop concept narrative.
f) Incorporate the Waterfront design into the Community engagement. 2) Schematic Design: Based on the approved conceptual design the Consultant shall prepare schematic design drawings to further define the overall character and treatment of the landscape architectural design. The purpose of this task is to develop the preferred conceptual design into a schematic design package. The Consultant shall provide the following:
a) Preparation of conceptual grading
b) Coordination with the client’s civil engineer to maintain the aesthetic and surface function on the engineered grading and water quality plans. c) Finish grading and surface drainage of pedestrian pavements and planting areas addressing:
•Drainage
•Aesthetics
•Accessibility

e) Pedestrian, micro-mobility and decorative vehicular pavement plan. f) Landscape concept diagram.
g) Illustrative schematic landscape plan.
h) Conceptual grading plan.
i) Lighting concept diagram.
j) Preliminary plant list, materials, and precedents.
k) Illustrative site sections (up to three).
l) Preliminary water demand estimate.

The following images show a cross section of what the boardwalk currently looks like and what it could look like with the new recreation center with and without boardwalk master planning.

Figure 2-New Recreation Center with Existing Boardwalk

8.1 8.1 Staff Report

85 Figure 3-New Recreation Center with Boardwalk Master Planning Constructed.

This master planning will be performed concurrently with the Recreation Center Rebuild Project’s schedule. By including this amendment work now, it will provide the City an opportunity to include boardwalk improvements in construction document development if the City chooses to move forward with the schematic design.

Staff is recommending that only the design of the boardwalk be completed at this time to ensure project design symmetry with the new Recreation Center building. City staff could return at a future date with a proposed separate Capital Improvement Project for the Council to consider if it wishes to move forward with construction of this project site amenity.

FISCAL IMPACT
Funding to accommodate the amendment will need an appropriation of $74,250.00 from Fund 301 to the project budget 301-0910-678-4251. The appropriation will bring the total funding for CIP 301-678 to $55,374,250.

The current agreement with Group 4 contains proposed fees in the amount of $5,483,957.

Additionally, a project contingency in the amount of $650,000 or approximately 12% of the contract amount was approved to pay for additional services to mitigate unforeseen tasks or for additional services that may be required. With Contract Amendment 1 executed, the total contract agreement with Group 4 would be $5,558,207.
