City Council/ EMID Board of Directors Meeting Date: October 2, 2023 Subject: Solid Waste Rates for the Five- Year Period of 2024- 2028 Motion by Mayor Froomin, seconded by Vice Mayor Sullivan, and carried, 4-1-0, Councilmember Kiesel voted “no”, IT WAS ORDERED to provide policy direction staff to mail a Proposition 218 notice and set a public hearing to be held on November 20, 2023, for Council to consider the following:
1. Updating solid waste rates for a five- year period of 2024- 2028;
2. Increasing the 2023 residential collection rates by no more than $ 5.40 per account for 2024, $ 4.74 in Rate Year 2025, $ 4.98 in Rate Year 2026 , $4.19 in Rate Year 2027, and $ 4.35 in Rate Year 2028; and
3. Increasing 2024 charges for Unscheduled Services ( optional services requested by customers above the base service level) by 5.465% over 2023, and annually thereafter based on actual indexed factors up to a maximum not to exceed 6.0% per year.
