NOTICE OF COMPLETION

RECOMMENDATION
It is recommended that the City Council/Estero Municipal Improvement District Board of Directors adopt the attached resolutions accepting the work performed by California Roofing, Inc. (California Roofing) for the construction of the Roof Replacements at City Buildings Project (CIP 301-693) and directing the City Clerk to file the Notice of Completion.

EXECUTIVE SUMMARY
CIP 301-693 consisted of roof repair and/or replacements at various City buildings including the Police Station, Teen Center, and various Corporation Yard buildings (Public Works water/wastewater/streets/lagoon workshops, storage room, locker room, kitchen; shared training room adjacent to the lagoon pump house building; Parks Key Room, Vehicle Maintenance shop and small engine shop). The work has been completed in conformance with the contract documents. It is recommended that the City Council accept the work and direct the City Clerk to file the Notice of Completion (NOC).

BACKGROUND

4 9
0 City Resolution No. 2023-80 and Estero Municipal Improvement District (EMID) Resolution No. 3740, adopted on July 17, 2023, approved the execution of a construction contract with California Roofing in the amount of $1,177,871 for CIP 301-693 and established a project contingency of $177,000. An appropriation of $315,000 was executed as part of City Resolution 2023-80 to fully fund the project. The newly established project budget was $1,550,000.

Construction began in September 2023 and was substantially completed on October 9, 2023. Day-to-day construction management and inspection services were performed by in-house staff. The contractor has completed all punch list items of work.

ANALYSIS
The construction work consisted of repair and/or replacement of six (6) City building roofs: Parks Key Room, Public Works Workshops (water/wastewater/streets/lagoon workshops, storage room, locker room, kitchen, and small engine shop), Pump Station Building training room (lower roof only), Vehicle Maintenance Building (upper roof only), Police Station, and The Vibe/Teen Center. The Police Station and The Vibe/Teen Center roofs were rehabilitated with a liquid applied roofing system. The Parks Key Room, Public Works Workshops, and Vehicle Maintenance Buildings were re-roofed using a Ketone Ethylene Ester system. Lastly, the Pump House Building (lower roof only) was re- roofed using a Built-Up Roofing System which required a complete roof tear off down to the concrete deck.

The bid alternate allowing for skylights at the Police Dispatch Room was removed due to construction logistics being too invasive for the current dispatch room setup. The Police Department may incorporate skylights in a future project.

There was one change order (CCO #1) issued, which resulted in $4,337 added to the construction contract. CCO #1 was for a minor repair to a beam at the Public Works Workshops that experienced deterioration due to dry rot, replacement of sub fascia material, and the installation of soffit material and roof top curbs that were outside the initial project scope. Paint to protect the newly replaced soffit on the Public Works Workshops building was also included in CCO #1. Lastly, all original contract quantities were updated to reflect actual quantities constructed.

Given that California Roofing has completed its work in conformance with the contract documents, it is recommended that the City Council accept the work and direct the City Clerk to file the Notice of Completion.
