SUBJECT: ADDING THE NEW JOB CLASSIFICATIONS AND SALARY RANGES
OF PARKS MAINTENANCE SUPERVISOR AND FLEET
SUPERVISOR
RECOMMENDATION
It is recommended that the City Council/Estero Municipal Improvement District Board of Directors (City Council) adopt the attached resolutions approving the new job classifications of Parks Maintenance Supervisor and Fleet Supervisor and amending the FY 2023-2024 Pay Plan to include these classifications.
EXECUTIVE SUMMARY
The City Council has adopted a job classification plan that consists of a series of job classifications with associated distinguishing characteristics, examples of duties, statements of required knowledge, skills and abilities, and minimum qualifications. The City periodically updates and/or adds to this list of job classifications to address organizational changes, changes in job requirements, and/or changes in required duties.
The City Manager continues to make adjustments to staffing levels and positions to ensure the organization is able to focus on City Council goals and meet the needs of the Foster City community. As such, staff is recommending approval of the new job classifications and salary ranges of Parks Maintenance Supervisor and Fleet Supervisor
to allow for better internal organizational support and structure, to support Parks Maintenance efforts and to assist with succession planning efforts in the Parks and Recreation and Public Works departments. Since these positions support succession planning and are internally aligned, both positions are being brought forward for City Council approval. With the approval of these classifications and salary ranges, the FY 2023-2024 Pay Plan will also need to be updated.
BACKGROUND/ANALYSIS
Parks Maintenance Supervisor
On June 20, 2023, City Council approved the FY 23-24 budget which included the creation of a new Parks Maintenance Supervisor position. The justification for creating the new position was provided by the Director of Parks and Recreation. Specifically, the organizational structure of the Parks Maintenance staff is one Maintenance Manager and 16 full-time maintenance workers. Creating this new position provides the Park Maintenance Manager the opportunity to focus on technical tasks while increasing efficiency through the delegation of certain responsibilities. The supervisor position would provide better coordination by ensuring the day-to-day operations proceed according to plan addressing issues as they arise. This position will also help in succession planning for the future staffing of Parks and Recreation. Since this is a new position for the City, a salary market analysis was done of the 12 agencies used in the previously completed class study. There were 9 matches and the median for the salaries at the maximum of the range is $10,761.79. The recommended salary steps are below.
Fleet Supervisor
The Public Works Director has been evaluating the organizational structure, roles, responsibilities and scope of work within all of the functional areas. A Fleet Supervisor position was prepared for City Council approval in anticipation of upcoming retirements, to provide succession planning opportunities, and to ensure Fleet services are provided in timely manner. This position will report directly to the Building/Fleet Maintenance Manager and will allow the Fleet Supervisor to focus on daily operations of the Fleet Division. This will also allow the Building/Fleet Maintenance Manager to focus on the Building Maintenance functions. Since this is a new position for the City, a salary market analysis was done of the 12 agencies used in the previously completed class study.
There were 3 matches, but the median could not be calculated due to best practice and compensation philosophy to have a minimum of 4 matches for salary market analysis.
Instead, internal equity was used to determine the recommended salary steps as highlighted below.
To address these specific needs, staff is requesting the City Council adopt these two new classifications (Attachment 3 and 4). Upon adoption of the new classifications, Human Resources will coordinate with Parks and Recreation to initiate the recruitment process and work with Finance and the Director of Public Works to budget for a Fleet Supervisor position in the FY 2024/2025 budget. Staff will continue to review and monitor the staffing needs of the organization and will bring recommendations to the City Council as needed.
