MINUTES
CALL TO ORDER OF CITY COUNCIL/EMID BOARD OF DIRECTORS
The duly called and noticed Special Meeting of the City Council of the City of Foster City sitting as said Council and as ex officio the Board of Directors of the Estero Municipal Improvement District (EMID) of January 30, 2024 was called to order at 8:08 a.m. at the Emergency Operation Center, 1040 E. Hillsdale B oulevard, Foster City, San Mateo County, California by Mayor/President Sullivan.
ROLL CALL
The Communications Director/City Clerk/Recording Secretary called the roll:
PRESENT:
Councilmembers/ex officio Directors Jon Froomin, Sam Hindi, Stacy Jimenez, Art Kiesel, and Mayor/President Patrick Sullivan.
ABSENT: None.
STAFF PRESENT: Stefan Chatwin, City/District Manager; Benjamin Stock, City Attorney/District Legal Counsel ; Denise Bazzano, Assistant City Attorney/District Legal Counsel; Marlene Subhashini, Assistant City/District Manager; Andrew Brozyna, Public Works Director; Sofia Mangalam, Community Development Director; Edmund Suen , Finance Director; Tracy Avelar , Police Chief ; Diane Pitman, Administrative Services Director; Derek Schweigart, Parks and Recreation Director; Rob Lasky, IT Manager ; Kevin Ortiz, Management Analyst; and Priscilla Schaus, Communications Director/City Clerk.
STUDY SESSION
Mayor/President Sullivan recessed the meeting into study session for City Council Vision and Policy Summit.
RECESS. The Mayor/President recessed the meeting from 9:45 a.m. – 10:00 a.m. and 11:30 a.m. – 12:05 p.m.
Meeting recessed into study session at 8:08 a.m. and reconvened at 4:32p.m.
ADJOURNMENT
Hearing no objection from the City Council/EMID Board, Vice Mayor/Vice President Jimenez adjourned the meeting. Meeting adjourned at 4:32 p.m.
