City of Foster City Parks and RecreationUtility Box Art Program Pilot Program InformationPurpose of the Pilot Program Enter into a Utility Box Art Pilot Program for the purpose of achieving the stated goals of the program, as well as assessing the long-term feasibility of the program if continued beyond the pilot stage. Included in the pilot assessment would be goal achievement, fiscal sustainability, impacts on staff, community response, and efficiency of overall program process. Pilot Program Utility Box Locations and InformationProposed utility box locations, subject to City Council approval:oPort Royal Ave. @ Edgewater Blvd. (north end) – 2 boxes (standard & service pedestal)To Be Painted oE. Hillsdale Blvd. @ Gull Ave. – 2 boxes (standard and service pedestal) To Be Painted

oMetro Center Blvd. @ Edgewater Blvd. – 2 standard boxesTo Be Vinyl Wrapped o Foster City Blvd. @ Polynesia Dr. – 2 boxes (standard and service pedestal) To Be Vinyl Wrapped Considerations when selecting the proposed locations include: Included utility boxes are spread throughout the city for optimal exposure The locations of the utility boxes identified for painting were selected based on the following: o The locations are not in high vehicular traffic areas as compared to the additional two utility box locations. Lesser risk may be involved by vehicular traffic during extended site work. o The impacts of an artist impeding pedestrian traffic along a sidewalk may be more reasonable when compared to the impacts in the alternate locations. Painting will require an artist to be on-scene to complete the work for long periods of time; pedestrians may need to walk around the artist and work materials. The locations of the utility boxes identified for vinyl wrapping were selected based on the following: o The locations are in high vehicular traffic areas as compared to the additional two utility box locations. A fabricator can apply a vinyl wrap to a utility box in approximately 1-2 hours as compared to a painter spending far more time on-scene to complete the work. Decreasing time spent on-scene to apply the art decreases risk from vehicular traffic.

oA fabricator will impede pedestrian traffic along applicable sidewalks for far less time than an artist painting a utility box. The utility boxes selected for vinyl wrapping are in high vehicular traffic areas where limiting the need for pedestrians to walk around the work area is preferred. Application of Artwork It is proposed that artists paint their artwork at two utility box locations and the additional two utility box locations have artists’ artwork applied using a vinyl wrap. The purpose of incorporating examples of each application method is to understand the following:The visual results of each method. Colors, textures, and levels of detail may vary between the application methodsThe overall required process for each method. From the selection of utility boxes to be included in the program, through the completion of the projects, every aspect of the program will be assessed Fiscal impacts of each methodLevels of interest and participation from local artists. Providing opportunity for artists to participate using either method of applying their artwork may increase the pool ofinterested artists as compared to offering only one method. Overall interest and participation specific to each application method will be assessed Community response to each application method Fiscal Considerations City expenditures include set stipend amounts for the artist. For vinyl wrapped utility boxes, the City will also pay a fabricator for the production and installation of the vinyl wrap. The City may also factor Staff compensation into program considerations. Taken into consideration when setting the proposed artist stipends were the materials and labor necessary to complete the work. Also considered were the stipends being paid by other Bay Area cities/towns; the proposed stipend amounts are similar to other Bay Area programs.Proposed Artist Stipends Paint o $500 per standard utility boxo $300 per service pedestal box (only completed in addition to standard utility box) Vinyl Wrap o $300 per standard utility boxo $100 per service pedestal box (only completed in addition to standard utility box) Vinyl Wrap VendorsThree vinyl wrap vendors were contacted for quotes. Two venders are located in the Sacramento area and the third vendor is located in San Jose. The two Sacramento area vendors began the quote process, but decided they would not be willing to travel to Foster City to complete the work. The San Jose based vendor, Signs Unlimited, quoted a cost of $2,776.25 per standard sized utility box. Actual cost may differ based on the size and shape of the utility box. This vendor completes every stage of the installation process, including measuring, surface preparation, printing, and the application of the vinyl wrap. No additional vendors were located in the area. Staff Review CommitteeTo bring relevant City and community knowledge to the committee, the Staff Review Committee will consist of City Staff selected from the Parks and Recreation, Public Works, and Police departments. Committee members will be selected by their Department Heads and approved by the Parks and Recreation Director. All committee members will commit to serve through the duration of one full process(application review through final recommendation to City Council for all approved utility boxes). New committee members will be selected for each new process; however, committee members will be authorized to apply for future Staff Review Committee appointments after having already served. S members will contribute the following: achieve the goals too controversial without Reliability and commitment to serve through the established term requirements of the program. electronically into a City folder Sub to City Council.
