SUBJECT: FIVE YEAR CAPITAL IMPROVEMENT PROGRAM – FY 2024- 2025 TO FY 2028-2029

RECOMMENDATION
It is recommended that the City Council/EMID Board of Directors review the proposed Five-Year Capital Improvement Program – FY 2024-2025 to FY 2028-2029 - and authorize City/District staff to include the program in the FY 2024-2025 budget as presented, adjusted, and recommended.

EXECUTIVE SUMMARY
As part of the City/District’s Annual Budget process, City/District staff prepares a Five- Year Capital Improvement Program (CIP) plan consisting of projects to maintain and enhance the City/District’s infrastructure of roadways, sidewalks, utilities, structures, parks, and facilities for the benefit of the community. Because the costs of such improvements are usually significant, the plan anticipates future costs and sets forth a financial strategy to fund each project over a five-year period.

The proposed five-year capital improvement plan for the period starting FY 2024-2025 is comprised of forty-seven (47) projects that require future funding, including additional funding for fourteen (14) previously authorized projects and thirty-three (33) new projects

over the five-year term. There are descriptions of each project in Attachment 1 that include proposed funding sources. Also included in Attachment 1 are status updates for on-going projects that are not recommended for additional funding, such as the Levee Protection Planning and Improvements Project. A snapshot of all 67 current and five-year proposed projects can be found on Table D, on pages 27-29 of Attachment 1.

BACKGROUND/ANALYSIS
The proposed FY 2024-2025 to FY 2028-2029 CIP plan consists of forty-seven (47) projects to be funded over the next five years from various funding sources. The plan is organized into the following categories: Building, Parks, Stormwater/Lagoon, Streets/Traffic, Water, and Wastewater.

The plan consists of thirty-three (33) new projects and fourteen (14) existing projects.

Status updates for multi-year projects that do not require additional funding are also included in the CIP document (Attachment 1).

While the Capital Improvement Plan forecasts projects for a five-year period, the City Council approves appropriation of funding on an annual basis only. Table 1 provides a summary of the FY 2024-2025 projects that are recommended for appropriation and their identified funding sources.

* CC=CIP City; PIF=Parks Facilities Infrastructure Fees; BMF=Building Maintenance Internal Service Fund; CWW=CIP Wastewater; GT=Gas Tax; MA=Measure A; MW=Measure W; SB1=CA Road Repair and Accountability Act of 2017 ** Elimination of CIP 301-655 Bocce Court Expansion Project was identified as a potential funding source for CIP 301-678 Recreation Center Rebuild Project. Partial funding for CIP 301-655 came from Park-in-Lieu fees. Although this funding is shown in the five-year CIP, Staff is currently assessing whether the Recreation Center Rebuild Project is eligible to utilize this funding source.
*** Based on the City Council’s direction, staff is appropriating these funds from the City CIP Fund 301 for FY 2024-2025.

However, based on the FY 2024-2025 CIP priorities and staff resources, staff proposes this project be deferred to a future fiscal year.

Full project descriptions and details on these projects, as well as projects in years two through five of the five-year plan, the status of ongoing CIP projects that do not require appropriation in FY 2024-2025, and the fiscal impact to each fund can be found in Attachment 1, the Capital Improvement Program FY 2024-2025 to FY 2028-2029.

STRATEGY FOR THE FUTURE
This Capital Improvement Plan is both fiscally and operationally ambitious. Completing and closing existing projects is a top priority for the Public Works Department. Although this Council item addresses Council appropriations for FY 2024-2025 and the plan for funding projects for the additional four years after that, staff has included Attachment 2, which is a list of the highest priority projects that Public Works Engineering plans to move forward in the upcoming fiscal year. The Executive Leadership Team is supportive of these projects as the highest priorities for FY 2024-2025.

Staff’s highest priority in FY 2024-2025 will be to complete and close out those projects currently under construction. The highest priority project in the design phase is the Lagoon Pump Station Rehabilitation and adding pump redundancy.

While the Engineering Division does rely on consulting services for technical assistance, City staff is key to managing maintenance and Capital Projects Citywide. While the City Council has been proactive in authorizing staffing levels to meet this goal, maintaining staffing levels in the current employment climate has been a major challenge over the past four (4) years. Recruiting and retaining highly skilled engineering and professional staff will continue to be key to the Department’s ability to execute, complete and close projects. The Human Resources and Public Works teams continue to work to recruit for and fill key vacancies that are, and will continue to be, essential to the Capital Project process.

FISCAL IMPACT
To the extent possible, every effort has been made to program funding for the Capital Improvement Program Plan with non-General Fund funding sources. In Fiscal Year 2024- 2025, of the total $27,440,067, the General Fund has been identified as the funding source for $10,379,304, or just under 38%, with the remainder identified from the Wastewater Enterprise, internal service funding, state and federal grant funding and development impact fees.
