BACKGROUND/ANALYSIS

3 Recognizing the need for an affordable option for public sector employers to advertise job opportunities and accept applications online, the City of Foster City created and launched CalOpps in 2003. CalOpps has grown significantly since it was first launched in 2003, a testament to the quality and success of the system. Today, there are 84 full member agencies using CalOpps as a job posting board and applicant tracking system and another 135 agencies using CalOpps for advertising only. The City of Foster City owns and operates CalOpps, allowing other public agencies to use the system for advertising and applicant tracking. Subscriptions are paid by member agencies which allows them to post job openings, accept applications, and use flexible processing to move applicants through hiring workflows.
CalOpps is regularly maintained and upgraded as necessary. CalOpps underwent one major upgrade in 2017; however, another significant upgrade is required related to the web application framework that CalOpps runs on, called Drupal 7.
Drupal is a popular open source content management system used by many web developers and serves as the core application infrastructure for CalOpps. The version of Drupal on which CalOpps operates is nearing the end of support. An upgrade to the newest version of Drupal is required to ensure long-term supportability and access to security updates. This upgrade is beyond the bandwidth and expertise of in-house IT staff.
The migration to a newer version of Drupal will take several months, but it will not change the functionality of the system, so it should have little impact on users.
The IT Division released a Request for Proposals (RFP) for Drupal Upgrade Consulting Services in April 2023 and received proposals from 15 vendors. After reviewing the proposals, 6 vendors were chosen for interviews over Zoom by the IT Division. Based on the completeness of the proposals, answers provided in the interviews, reference checks, and pricing, the proposal from Neumeric Technologies Corporation, a California Corporation was chosen as the recommended vendor.
