TO DEVELOP AN IT STRATEGIC PLAN IN AN AMOUNT NOT TO
EXCEED $59,617
RECOMMENDATION
It is recommended that the City Council adopt the attached resolution authorizing the Mayor to sign an agreement with Avero LLC for the preparation of an IT Strategic Plan in an amount not to exceed $59,617.
EXECUTIVE SUMMARY
On April 17, 2023, the City Council approved issuance of a Request for Proposals (RFP) for the preparation of an IT Strategic Plan. After issuing RFP and conducting an extensive evaluation process, staff is recommending the proposal from Avero LLC for professional services to prepare an IT Strategic Plan. The total cost for all consulting services is $59,617.
The necessary funding is available within the Information Technology (IT) Professional Services Fund (504-0160-419-4251).
BACKGROUND/ANALYSIS
As technology has become increasingly important to the delivery of City services, an IT Strategic Plan (ITSP) will put in place a strong and innovative plan for the future of Foster City IT that aligns technology with the City’s strategic priorities. To develop this

4 plan, the consultant will collect data, schedule extensive interviews with stakeholders, and provide an objective analysis of the City’s current IT operations.
The ITSP will provide a coordinated, prioritized, multi-year, City-wide set of goals that can be used as a roadmap for the City’s IT Division. The ITSP will also benchmark the current IT environment and can continue to be referenced to measure progress toward completion of the goals contained in the ITSP.
The IT Division issued an RFP for Consulting Services to Prepare an IT Strategic Plan in April 2023 and received proposals from eight (8) vendors. The eight (8) vendors were then interviewed over Zoom by the IT Division. Based on the completeness of the proposals, answers provided in the interviews, reference checks, and pricing, the proposal from Avero LLC was chosen as the preferred vendor.
