REHABILITATION AND PARK PATHWAY RESTORATION
PROJECT 2023-2024 (CIP 301-716)

RECOMMENDATION
It is recommended that the City Council adopt the attached resolution approving the Plans and Specifications and authorizing the call for bids for the Street Rehabilitation and Park Pathway Restoration Project (CIP 301-716).

EXECUTIVE SUMMARY
CIP 301-716 consists of street rehabilitation and pavement maintenance on Edgewater Blvd., grading adjustments along Shell Blvd at Beach Park Elementary School, paver and bituminous layer repair at the E. Hillsdale Blvd and Center Park Ln intersection, park pathway restoration at Boothbay, Gull, and Sea Cloud Parks, and asphalt replacement at concrete entrances for Turnstone, Marlin, and Sunfish Parks. Street rehabilitation and pavement maintenance on E. 3rd Ave is included as two bid alternates on the project and will be included if bid results are favorable. The rehabilitation project will help to increase and maintain the City’s overall Pavement Condition Index (PCI). The PCI is a numerical index used to indicate the general condition of a pavement. BKF Engineers has prepared

construction documents for the street rehabilitation and park pathway restoration and the project is ready to be advertised for construction.

Total funding in the amount of $2,478,247.48 is available in the approved project budget for construction, of which $144,868 has been encumbered for design. A balance of approximately $2,333,000 is available for construction and inspection services. The City Council action will allow staff to advertise the project for bidding. Construction is anticipated to take approximately 4 months with an anticipated start in early July.

BACKGROUND
In 2023, a pavement condition survey was performed for several streets in the City and the data was entered into the Metropolitan Transportation Commission’s Pavement Management Program (PMP). The PMP allows the City to compare and analyze the street conditions. Based on the PMP analysis, combined with the input received from the public and the City’s maintenance crew, streets are identified and prioritized for rehabilitation work.

At its November 6, 2023 meeting, the City Council adopted City Resolution No. 2023- 103, executing a task order with BKF Engineers to prepare construction documents for the street rehabilitation and park pathway restoration project. City staff advised on the areas for rehabilitation and restoration and BKF provided recommendations based on the present conditions.

The scope of work includes but is not limited to slurry, grinding, asphalt overlays, striping, grading adjustments, paver and bituminous layer repair, path parkway paving, and utility adjustments. The upgrade of the existing non-compliant curb ramps, in conformance with the Americans with Disabilities Act (ADA), are also included.

ANALYSIS
The ongoing maintenance of public streets is essential to maintain the structural integrity, safety and accessibility of the City’s roadways and maintain an acceptable PCI for the City. Continual improvements and maintenance lead to higher quality roadways at a lower cost. The locations to be performed as part of CIP 301-716 are listed below:

Street Rehabilitation & Pavement Maintenance
•Edgewater Blvd., south of Beach Park Blvd. to City limit (digouts, grind and overlays, and slurry seal)
•East 3 rd Ave., east of Foster City Blvd. to City limit - Bid Alternate 1 (grind and overlays and slurry seal)
•East 3 rd Ave., west of Foster City Blvd. to City limit - Bid Alternate 2 (digouts, grind and overlays, and slurry seal)
All locations identified above include striping and signage improvements, utility adjustments if necessary, and the retrofitting of existing non-compliant curb ramps in conformance ADA. Work included in Bid Alternates 1 and 2 will be included if the bid results are favorable and within budget.

Additional roadway improvements, as identified by staff due to resident reports and staff observations include:
•Rehabilitation of the pavers and bituminous layer at E. Hillsdale Blvd and Center Park Ln intersection.
•Grading adjustments along Shell Blvd at the northern driveway to Beach Park Elementary School.
•Yield signage installation at Rectangular Rapid Flashing Beacon crosswalks on Beach Park Blvd, along the levee.

Park pathway restoration is included in CIP 301-716. Parks staff identified areas requiring improvements. The locations to be performed as part of CIP 301-716 are listed below:

Park Pathway Restoration – Asphalt replacement and base repair •Sea Cloud Park – northern and central pathway
•Boothbay Park – west-side pathway
•Gull Park – Widgeon St. entry pathway
Park Entrance Restoration – Asphalt replacement of concrete entrances •Sunfish Park – Sea Horse Ct. entrance
•Turnstone Park – Loon Ct. entrance
•Marlin Park – Flying Fish St. entrance
Plans and specifications for CIP 301-716 are complete and ready for bidding.

Construction is anticipated to begin in July 2024 and will take approximately 4 months to complete. During construction, traffic control will be utilized and construction signs informing residents of the work will be posted 3 days prior to actual start date of the work.

The contractor will also be notifying affected homes and properties with letters prior to the work being performed. The overall project management and daily inspection will be provided by a combination of in-house staff and consultant support. A hardcopy of the plans and specifications is available for view in City Hall.
