REBATES AND FINDING THE REQUEST EXEMPT FROM CEQA

RECOMMENDATION
It is recommended that the City Council approve a resolution authorizing the City Manager to enter into a Rebate Reservation Agreement with Peninsula Clean Energy Authority for Workforce Housing Electric Vehicle (EV) Charging project; authorize the City Manager to accept the $11,000 in rebates for the EV Charging project; and find the request exempt from the California Environmental Quality Act (CEQA) Pursuant to CEQA Guideline Section 15061(b)(3).

EXECUTIVE SUMMARY
The City-owned Workforce Housing includes 22 apartment units. The parking lot has two (2) “EV-Ready” charging stations, including one (1) accessible station. EV-Ready is defined as ready for installation of an EV charging station. The station sites have conduit in place from the electrical room to the charging station sites and are located on the sidewalk facing Triton Drive in front of two (2) head-in parking stalls. The sitework for the project is complete and is ready for installation of the chargers. 2023 City Council Goals and Objectives Work Plan included “exploring grants and

2 funding opportunities for EV Charging station on city owned facilities including workforce housing at 501 Pilgrim Drive” (see page 8 of this link). Since then, staff has been actively looking for grant and funding opportunities. Peninsula Clean Energy (PCE) provides an incentive of $5,500 per charger for affordable housing sites ($11,000 total incentive) for which the EV charging project is eligible. Please see Attachment 3 for an overview of the PCE EV Ready Rebate Program.

BACKGROUND/ANALYSIS
PCE’s EV Ready Rebate Program is an EV charging infrastructure program to support multi-family, workplace, and public charging in San Mateo County by providing incentives for the installation of Level 1, Level 2, and "Make Ready” charging infrastructure. The program involves “funds reservation period”, which begins when PCE approves an incentive application. The applications approved for an incentive rebate must submit a preliminary site plan within 60 days from the beginning of the Funds Reservation Period.

The City’s Fiscal Year (FY) 2023-2024 budget for Workforce Housing includes a budget of $50,000 for the Workforce Housing EV Charger Station Project in the account 139- 0846-419-42-51 (see page 223 of Final Budget). The project includes site work and the purchase and installation of two (2) pedestal chargers. Sitework has been completed, including converting the existing accessible EV charging space to a van-accessible space, which also required removal of one (1) adjacent public/guest parking space allocated to the Pilgrim-Triton master plan, to meet Building Code requirements. The reduction of one (1) parking space leaves a total of 214 spaces, three (3) more than the required 211 minimum. The next step involves the installation of the EV chargers. Upon approval from the City Council and installation of the EV chargers, staff will submit documentation to PCE for $11,000 in rebates.

Staff recommends that the City Council authorizes the City Manager to enter into the Rebate Reservation Agreement (Attachment 2) with PCE to receive $11,000 in rebates to offset the cost of the Workforce Housing EV Charger Station Project in either Fiscal Year 2023-2024 or 2024-2025 depending on when the rebates are issued following project completion.

CEQA General Rule Exemption

FISCAL IMPACT
Staff request authorization to accept $11,000 in the form of rebates for the Workforce Housing EV Charger Station Project, which will be recorded in the Workforce Housing Fund (Fund 139). Funds are anticipated in either late Fiscal Year 2023-2024 or early 2024-2025 depending on when the rebates are issued following project completion. 6 1
