A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FOSTER CITY
AUTHORIZING THE MAYOR TO EXECUTE A PROFESSIONAL SERVICES
AGREEMENT WITH DAVID TURCH AND ASSOCIATES, IN AN AMOUNT NOT-TO- EXCEED $270,000 FOR AN INITIAL THREE-YEAR TERM, FOR CONSULTING
SERVICES FOR ASSISTANCE WITH ADVICE AND COUNSELING TO FEDERAL
GOVERNMENTAL AFFAIRS
CITY OF FOSTER CITY
WHEREAS, a priority for Foster City is to take efficient actions that enhance neighborhood livability and quality of place for current and future generations, specifically through continued legislative advocacy that advances City Council's goals and policies; and
WHEREAS, David Turch and Associates is a successful and respected federal government relations firm based in Washington D.C. that strives to represent the policy interests of public agencies; and
WHEREAS, David Turch and Associates provides its clients with a keen understanding of the Federal Government’s evolving legislative and political landscape, which is critical when making policy decisions; and
WHEREAS, the City already has state legislative advocacy and optional grant writing services, and an approved State Legislative Platform and Policy that allows the City to have a sustained and engaged presence in the state legislative process; and WHEREAS, having a federal lobbyist will complement these existing services, will strengthen its legislative advocacy efforts, establish relations with higher levels of government and legislators, and position the City to seek grant funding opportunities at the federal level that would be beneficial to the City; and WHEREAS, David Turch and Associates has been proactive in engaging and developing a consultant-client relationship with the City, including providing the City with updates pertaining to the federal government and federal grant funding opportunities available for the City; and
WHEREAS, approving the initial three-year agreement with David Turch and Associates will ensure consistency and continuity in the City's representation on the federal-level, allowing the firm to be more effective when advocating for the City's interests now having the intimate knowledge of the City's needs and priorities.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Foster City does hereby authorize the Mayor to execute a Professional Services Agreement with David Turch and Associates, dated May 1, 2024 in an amount not-to-exceed $270,000 2 0

for an initial three-year term or 36 months for consulting services for assistance with advice and counseling to federal government affairs.
