A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FOSTER CITY TO
APPROVE A LICENSE AGREEMENT WITH THE ISLAND UNITED CHURCH (IUC) FOR USE OF SPECIFIC PROPERTY AT 1130 BALCLUTHA DRIVE FOR A
COMMUNITY GARDEN PILOT PROGRAM, APPROVE AN APPROPRIATION FROM THE COMMUNITY BENEFITS FUND IN THE AMOUNT OF $22,900 TO DEVELOP THE
COMMUNITY GARDEN, AND APPROVE A MEMORANDUM OF UNDERSTANDING (MOU) WITH THE FOSTER CITY COMMUNITY GARDEN ASSOCIATION (FCCGA),
IUC AND THE CITY OF FOSTER CITY RELATING TO THE CREATION AND
OPERATION OF THE COMMUNITY GARDEN AND FINDING ACTIONS
CATEGORICALLY EXEMPT PURSUANT TO THE CALIFORNIA ENVIRONMENTAL
QUALITY ACT (CEQA)
CITY OF FOSTER CITY
WHEREAS, the City has received strong public feedback from the public that there is interest in developing a community garden in Foster City; and WHEREAS, the City, the Island United Church (IUC), and Foster City Garden Club (FCCGA) will partner to develop a pilot community garden program at specific property at 1130 Balclutha Drive under a license agreement; and
WHEREAS, the City will assist to develop the location, install a dedicated water service line and meter, and pay monthly water bills for an estimated total fund cost of $22,900; and
WHEREAS, Foster City Community Garden Club (FCCGA) will manage and maintain oversight of the daily operations of the garden; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Foster City does hereby authorize City Manager to enter into a License Agreement with the Island United Church (IUC) to operate a Community Garden Pilot Program, approves an appropriation of $22,900 from the Community Benefits Fund to develop the location, and approves a Memorandum of Understanding with the IUC and FCCGA to manage day to day garden operations.
