A RESOLUTION OF THE BOARD OF DIRECTORS OF THE ESTERO MUNICIPAL
IMPROVEMENT DISTRICT APPROVING THE EQUIPMENT PREPURCHASE
PACKAGE AND AUTHORIZING THE CALL FOR BIDS FOR THREE EMERGENCY
GENERATOR SYSTEMS AND TWO AUTOMATIC TRANSFER SWITCHES FOR CIP 455-705 EMERGENCY GENERATOR REPLACEMENTS PROJECT AND FINDING
THAT THE PROJECT IS EXEMPT PURSUANT TO THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT (CEQA) GUIDLINE CLASS 2 – REPLACEMENT
OR RECONSTRUCTION
ESTERO MUNICIPAL IMPROVEMENT DISTRICT
WHEREAS, CIP 455-705 addresses the replacement of emergency generators and automatic transfer switches located at ten (10) of the District’s lift stations; and WHEREAS, the emergency generator systems (Generators) and automatic transfer switches (ATSs) at Lift Stations 29 and 59 and the emergency generator system only at Lift Station 22 have been prioritized because they are at the end of their useful lives; and
WHEREAS, the estimated the lead time to procure the three Generators and two ATSs is estimated to be 42 to 60 weeks; and
WHEREAS, it was determined beneficial to separately procure the equipment as City furnished items, while the project design is underway to keep its delivery in sync with the construction timeline, avoid supply chain issues including potential future price increases, and reduce potential delay claims by the installation contractor; and WHEREAS, a pre-purchase package for the Generators and ATSs was prepared and is ready for bid; and
WHEREAS, this action is not subject to review under the California Environmental Quality Act (CEQA) pursuant to Public Resources Code Section 21000, et seq. and the CEQA Guidelines (14 Cal. Code Regs. §§ 15000 et. seq.) as this project is exempt from the provisions of CEQA as a Class 2 (Replacement or Reconstruction) because this project will be a replacement of existing facilities on the same site for the same purpose and capacity as the structure being replaced; and WHEREAS, funding is available in the budget for CIP 455-705 Emergency Generator Replacement Project.
NOW, THEREFORE, BE IT RESOLVED that the Board of Directors of the Estero Municipal Improvement District does hereby approve the prepurchase package and authorizes the call for bids for three (3) emergency generator systems and two (2) automatic transfer switches for CIP 455-705 Emergency Generator Replacements Project.
PASSED AND ADOPTED as a resolution of the Board of Directors of the Estero Municipal Improvement District at the regular meeting held on the 20 th day of May 2024, by the following vote:
