A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FOSTER CITY
AUTHORIZING THE CITY MANAGER TO APPLY FOR, SUBMIT THE APPLICATION
PACKAGE AND ENTER INTO AN AGREEMENT WITH PENINSULA CLEAN ENERGY
FOR MEMBER AGENCY ENERGY GRANT TOWARDS THE PHOTOVOLTAIC SYSTEM FOR THE RECREATION CENTER REBUILD PROJECT (CIP 301-678),
ACCEPT GRANT FUNDS IF APPLICATION IS APPROVED AND FIND THE REQUEST
EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) PURSUANT TO CEQA GUIDELINE SECTION 15061(B)(3)
CITY OF FOSTER CITY
WHEREAS, the City is on track to minimally achieve LEED Silver certification for the new all-electric Recreation Center building, offering a unique opportunity to advance the City Council’s Innovation and Sustainability and Climate Action Plan goals; and WHEREAS, the addition of a photovoltaic system would allow the project to meet requirements for LEED Gold, potentially Platinum and meet net-zero carbon performance; and
WHEREAS, the architect’s construction estimate for the photovoltaic array is approximately $1.5 million to $1.7 million; and
WHEREAS, the Peninsula Clean Energy (PCE) Board authorized one-time allocation in surplus funds for member agencies to implement local energy projects of which $551,232 is allocated to Foster City, for which the photovoltaic system for the Recreation Center Rebuild Project is eligible; and
WHEREAS, the proposed action would provide alternative energy for the building and help the City lead by example to achieve its sustainability goals with a higher LEED certification and potential for a LEED Zero Carbon building.
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Foster City does hereby authorize the City Manager to apply for, submit the application package and enter into an Agreement with PCE for a Member Agency Energy Grant to receive $551,232 in funding to offset the cost of the photovoltaic system for the Recreation Center Rebuild Project in either Fiscal Year 2024-2025 or 2025-2026, depending on when the grant funds are issued following project completion.
BE IT FURTHER RESOLVED that the funds received from the grant will be recorded in the photovoltaic system for the Recreation Center Rebuild Project (CIP 301- 678).
