SUBJECT: ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2024- 2025 FUNDED BY SENATE BILL 1: THE ROAD REPAIR AND
ACCOUNTABILITY ACT OF 2017
RECOMMENDATION
It is recommended that the City Council approve a resolution reaffirming two previous projects; Substructure and Superstructure Bridge Improvements (CIP 301-715) and Traffic Signal System Upgrades Project (CIP 301-698) for FY 2024-2025 funding by Senate Bill 1: The Road Repair and Accountability Act of 2017 (SB 1).
EXECUTIVE SUMMARY
Senate Bill 1 (SB 1) helps agencies with supplemental funding to address basic road maintenance, rehabilitation, and critical safety needs of the local street system. The FY 2024-2025 SB 1 funds may be used toward new projects and projects earmarked to receive SB 1 funding in previous years. To satisfy the requirements for receiving SB 1 funding, it is necessary to pass a resolution adopting the projects which will utilize this funding. It is therefore recommended that the City Council adopt a resolution reaffirming two previous projects: Substructure and Superstructure Bridge Improvements (CIP 301- 715) and Traffic Signal System Upgrades (CIP 301-698).

6 BACKGROUND/ANALYSIS
SB 1 was filed with the Secretary of State on April 28, 2017. This bill established a Road Maintenance and Rehabilitation Account (RMRA) in the State Transportation Fund to be used to address deferred maintenance on the state highway system and the local street systems. Annual SB 1 funding amounts are determined by its sources:
increases per gallon fuel excise taxes, increases in diesel fuel sales taxes and registration fees, and inflationary tax rate adjustments in future years.
SB 1 provides a supplemental funding source to be used to support various road maintenance projects, including bridge improvements projects, and traffic signal upgrade projects, as well as assisting the City with funding to maintain its roadways in “Good” condition, one of the highest-ranking levels, with a Pavement Condition Index rating of 78.
Foster City has received SB 1 funding in previous years based on fuel sales tax and registration fees revenues. The State Department of Finance estimates Foster City/EMID’s FY 2024-2025 revenues will be $862,386. (Attachment 2 – Projected Revenues)
Staff is recommending the the reaffirmation of two previous projects for utilization of SB 1 funding for FY 2024-2025:
1. CIP 301-715 Substructure and Superstructure Bridge Improvements (Previous Project):
This project addresses deficiencies in Bicentennial, Foster City Boulevard, Rainbow, and Shell Boulevard Bridges. Caltrans performs inspections of the above water bridge elements every two years and the underwater elements every five years and reports its findings to the City. The project will address deficiencies identified in the Caltrans inspection documents and any deficiencies identified by a consultant engineering firm working directly for the City. The consultant engineering work may include dive inspections. The project will be completely funded by SB1 funds for both the design and construction of the project.
2. CIP 301-698 Traffic Signal System Upgrades (Previous Project):
The City’s traffic signal system was evaluated as part of the Bicycle, Pedestrian, and Intersection Evaluation Study (CIP 301-664). This part of the study focused on evaluation of the existing traffic signal infrastructure network and identifies various equipment enhancements which include the following required upgrades and the repair and servicing of Public Works equipment: (1) Citywide communications upgrade; (2) Traffic signal field hardware replacements at 25 intersections (cabinets, traffic signal and pedestrian heads and push button signals); (3) Traffic Signal controllers replacement; and (4) Central computer system upgrade;
