9 Policy for Requesting to Add Items to a Future Agenda

PURPOSE
The purpose of this policy is to establish a formal process for requesting to add items to a future agenda and to provide clarity and transparency into requests by individual City Councilmembers/EMID Directors (City Councilmembers) that result in the use of staff time. The policy applies to all City Councilmembers equally and allows the full City Council/District Board (City Council) to determine how to use limited City/District (City) resources.

POLICY
To make a request
To request consideration of an item at a future City Council meeting, City Councilmembers shall complete a request form (Appendix A). The form must be submitted to the City Clerk no later than seven (7) days prior to the publication of the meeting agenda. Meeting agendas are typically published the Wednesday prior to the meeting. The request will automatically appear under City/District Managers Report, Council/Board Statements and Requests, and Council Liaison Reports on the next regular agenda, and the request form will be included as an attachment in the published agenda packet. The request shall be included on the agenda regardless of agenda load. No staff work shall be done for these requests prior to discussion by the entire City Council except that Councilmembers may briefly discuss the matter with staff prior to the meeting.

Initial City Council Consideration of request
As an agendized item under City/District Managers Report, Council/Board Statements and Requests, and Council Liaison Reports, the City Council may discuss the request and ask questions of staff and/or the Councilmember making the request. Public comment will also be taken on the items. After public comment, the City Council may then, by motion and second, and majority vote supporting the item, direct the City/District Manager to prioritize staff resources to prepare a formal staff report for further City Council consideration and/or action at a future City Council meeting. If the motion succeeds, the item will be brought to City Council for consideration based on the prioritization noted on the request form, unless otherwise specified in the motion. If prioritization of the item is omitted on the request form or from the motion, or is otherwise unclear, the City/District Manager will have discretion as to when the item is brought to City Council for consideration. If the request does not receive sufficient City Council support, the item shall not be agendized for a future meeting. Nothing herein shall preclude a Council/Board member from making the request again at a future date.

This policy does not supersede Municipal Code Section 2.08.070 Meetings – Agenda, which states, “The city clerk (district secretary) shall prepare the agenda of all such matters under the direction of the city/district manager. If the mayor/president or city/district manager determines that a matter is urgent, it may be added to the agenda thereafter.”
