PROGRAM - UPDATE FOR QUARTER 2 – APRIL THROUGH
JUNE 2024

RECOMMENDATION
It is recommended that the Board of Directors of the Estero Municipal Improvement District (EMID) by minute order, receive and accept this Q2 progress update on the Wastewater Treatment Plant (WWTP) Master Plan Improvements Project (CIP 455-652) – Clean Water Program (CWP). No further action is required by the EMID Board of Directors.

EXECUTIVE SUMMARY
This report summarizes the progress-to-date of the WWTP Master Plan Improvements Project (CIP 455-652) - Clean Water Program (CWP) for the City of San Mateo/EMID WWTP for the months of April 2024 through June 2024. The report includes summary information about construction and other project activities over the second quarter of the calendar year.

6 BACKGROUND
The CWP is a comprehensive Capital Improvement Program to rehabilitate the sanitary sewer collection system in the City of San Mateo and the treatment systems at the San Mateo WWTP. EMID has 24.12% ownership of the WWTP. In October 2014, the City of San Mateo retained Jacobs to serve as the Program Manager responsible for overseeing the management of the approximately $1 billion-dollar combined program, including the coordination of the design, construction, and start-up activities of this multi- year project.

The EMID Board of Directors has requested that staff provide updates on a regular basis. The WWTP Expansion Project is being performed using a Construction Manager at Risk (CMAR) delivery method, whereby the contractor is involved in the project early in the design process and the City benefits from the contractor providing constructability input and insight to inform the design development.

The Program Manager and Construction Manager is Jacobs. The WWTP Expansion Project Design Engineer is HDR. The team for the disinfection improvements portion of the WWTP Expansion Project is Trussell Technologies. HDR is also providing Engineering Services During Construction (ESDC). The CMAR is Sundt Construction Inc. (Sundt).

ANALYSIS
Construction Package 1 – Site Preparation (Original Agreement with Sundt - $33,098,178) is complete and in the closeout phase. Construction Package 2 - Foundation Piles (Amendment No. 1 to the Agreement with Sundt - $17,716,049) is complete and the Notice of Completion was filed with the County in March 2024.

Construction Package 3 – WWTP Facilities (Amendment No. 2 to Sundt Agreement) is approximately 85% complete and is nearing its final stages. Efforts by the Contractor to mitigate schedule impacts from multiple change events are ongoing. Chemical area improvements are ongoing and are expected to be complete in July 2024, and construction of the new treatment facilities is currently anticipated to be complete in late Fall 2024.

Construction Progress
Installation of yard piping is complete, except for final connection of the force mains to the Headworks building which is scheduled for January 2025. Electrical equipment (gear including cabinets, breakers, switches, conduit and wiring) and mechanical equipment (piping with structural supports, motors, and pumps) continues to be installed in Areas 51 (Headworks), 52 (Primary Clarifiers), 53 (Bio-Actiflo), 55 (BNR), and 56 (MBR). Improvements to the following existing facilities continues: sodium hypochlorite day and bulk storage tanks and pumping systems; sodium bisulfate tanks and pumping systems; and chlorine contact basins.

6 Administration Building and Maintenance Warehouse
Construction of the Administration Building and Maintenance Warehouse is substantially complete, and both buildings are now furnished. Leadership in Energy and Environmental Design (LEED) commissioning activities for the Administration Building are nearing completion. The project team is working on final punch list items and is working with San Mateo’s Building and Fire Departments to obtain Temporary Occupancy for both buildings. Subsequently, the City/WWTP Operations staff is planning to occupy the building in time for process startup and operations of the new WWTP. General sitewide work, such as site lighting, irrigation, landscaping, signage, and parking lot work, is ongoing.

Plant Commissioning
Construction of the new treatment facilities is currently anticipated to be complete in late Fall 2024. Clean water testing, process seeding (the introduction of microorganisms into the wastewater being treated), startup, and functional demonstration is expected to occur in the December 2024 to February 2025 timeframe.

The new liquid treatment processes are anticipated to be in full service by March 2025.

Final Project Completion
The current final completion is projected to be October 2025 (as of the end of June 2024). The overall schedule has been pushed out an additional 3 months due to various issues. As previously noted, a major portion of this schedule impact is stemming from challenges with the delivery of certain scopes of work, such as electrical components, due to supply chain issues. Several of these key components that would typically take months to order currently have lead times of over a year. Most recently, the contractor’s schedule underestimated the time it would take to perform the leak testing of the Primary Clarifier, Bio-Acti-Flo and the BNR basins, and the time it would take to fix the basins to pass the leak test. Additionally, the piping in the basins required repairs, as the contractor had not installed all the required isolation kits to prevent corrosion. As the contractor had to install isolation kits in pipe that had already been installed, this has taken additional time not previously accounted for.

Efforts by the contractor to mitigate schedule impacts from multiple change events are ongoing. The City of San Mateo and contractor are working together to minimize potential delays and reduce the potential completion date extension. The City of San Mateo has taken the following steps to mitigate further delays: (1) conducted all day workshops to review with the contractor their work product submittals in order to expedite the review and approval of submittals on a go forward basis; (2) reduced the level of work for the conversion of the aeration basins to the flow equalization basins; and (3) requested the contractor to analyze the impacts of these changes to streamline the review process and determine the impact on the overall schedule. Additionally, The City of San Mateo is continuing discussions with the contractor pertaining to the 7 0
6 contractor’s responsibility for any resulting increases in management costs as a result of any schedule changes.
