STRATEGIC PLAN
RECOMMENDATION
It is recommended that the City Council, by Minute Order, receive and accept the Information Technology Strategic Plan.
EXECUTIVE SUMMARY
The attached Information Technology Strategic Plan document represents the culmination of a consulting engagement with Avero LLC. The document contains a coordinated, prioritized, multi-year, Citywide list of IT major projects that can be used as a roadmap for the City‘s IT Division.
BACKGROUND/ANALYSIS
As technology has become increasingly important to the delivery of City services, an IT Strategic Plan can help to map the future of Foster City IT, ensuring technology aligns with the City’s strategic priorities.
On April 1, 2024, the City Council approved an agreement with Avero LLC for consulting services to develop an Information Technology Strategic Plan. Over the past few months, Avero scheduled extensive interviews with stakeholders from each department, and collected information from the IT Division regarding current IT
operations. After analyzing the collected data and comparing to best practices, Avero developed the attached document.
In addition to providing a coordinated, prioritized, multi-year, City-wide set of goals that can be used as a roadmap for the City’s IT Division, the IT Strategic Plan will continue to be referenced to measure progress toward completion of the goals contained within the plan.
The document is laid out in four sections:
1.Security First
2.Digital City Experience
3.Infrastructure Resiliency
4.Data-Driven Decisions
Each section contains multiple IT projects identified by the consultant to address gaps in our current operations. Each project follows a template that includes:
•Urgency (color)
•Gaps addressed
•Action steps
•Prerequisites
•Stakeholders
•Resources needed
•Estimated cost
•Estimated timeline
•Impact statement
Although this document provides rough cost estimates for the projects, allocation of the funds is not being requested with this agenda item. Budgeting for these projects would instead occur during the annual budget process for the fiscal year that each project is planned.
