RETROACTIVE PLANS
RECOMMENDATION
It is recommended that the City Council/EMID Board of Directors (City Council) adopt resolutions approving the updated Pay Plan for Fiscal Years 2024-2025, effective September 9, 2024; FY 2024-2025 effective July 1, 2024; FY 2023-2024 effective July 1, 2023; FY 2023-2024 effective January 1, 2024; and FY 2022-2023, effective June 1, 2023 as a result of retroactive salary increases for the classifications represented by the American Federation of State, County, & Municipal Employees (AFSCME) labor unit.
BACKGROUND/ANALYSIS
The City Council approves a Pay Plan at a regularly scheduled meeting as part of the budget adoption process or amends the Pay Plan if there are changes during the fiscal year. This action is necessary to remain in compliance with CalPERS requirements under Government Code 20636 and California Code of Regulations 570.5, which required the council to duly approve and adopt a publicly available pay schedule.
On August 19, 2024, the City Council approved the memorandum of understanding (MOU) between the city and the AFSCME labor unit, which included increases for those represented employees, effective FY 2024-2025 September 9, 2024 and other
retroactive wage increases which impacted the following salary plans: FY 2024-2025 effective July 1, 2024; FY 2023-2024 effective July 1, 2023; FY 2023-2024 effective January 1, 2024; and FY 2022-2023, effective June 1, 2023.
Upon approval, the most recent pay plan will be made publicly available on the City’s public webpage and the retroactive plans will be archived and made available upon request.
