AND PEDESTRIAN MASTER PLAN PROJECT (BPMP)

RECOMMENDATION
It is recommended that the City Council adopt the attached resolution approving and authorizing staff to issue the attached Request for Proposals (RFP) for professional engineering services for the Foster City Bicycle and Pedestrian Master Plan Project (BPMP) and authorizing the initiation of the consultant selection process.

EXECUTIVE SUMMARY
The BPMP Project consists of the creation of a Master Plan that addresses bicycle and pedestrian safety and needs throughout the City. The attached resolution authorizes staff to issue the RFP and initiate the consultant selection process. Staff anticipates the award of an agreement will be considered for approval in February 2025. Funding in the amount of $160,000 is available in the General Plan Maintenance Fund for the project. In addition, the City will be receiving grant funds in the amount of $80,000 from the Transportation Development Authority (TDA) Article 3 Bicycle and Pedestrian Program to offset half of the budgeted funds.

0 BACKGROUND
In July 2023, the San Mateo County Civil Grand Jury published a report entitled “Bike Safety in San Mateo County,” which contained recommendations to enhance and promote bike safety and usage. Recommendation five (R5) stated that “each city, town, and unincorporated county should update or generate a new Bicycle and Pedestrian Master Plan if their current plan is older than five years.” Currently, Foster City does not have a Bicycle and Pedestrian Master Plan, although the City has previously performed a Bicycle Network Assessment and Safe Routes to School Assessment in 2018. Funding was included in the City’s budget to prepare a Bicycle and Pedestrian Master Plan in conformance with the Grand Jury’s recommendation in addition to staff pursuing grant funding to offset the cost of the Project.

On September 18, 2023, the City/County Association of Governments (C/CAG) issued a Call for Projects under the TDA Article 3 Pedestrian and Bicycle Program FY 2023/2024. The goal of the TDA Article 3 Pedestrian and Bicycle Program is to fund specific projects that encourage bicycle and walking conditions in San Mateo County.

Bicycling and walking are sustainable forms of transportation and contribute to the overall goals of the TDA Article 3 to reduce commuting corridor congestion, make regional connections, enhance safety, and meet local mobility needs.

In November 2023, the City of Foster City submitted the BPMP Project and requested grant funding in the amount of $80,000 from C/CAG. In May 2024, C/CAG notified the City that the project was selected by the C/CAG Board to be recommended for MTC’s final approval. On August 28, 2024, the MTC approved allocations of TDA funds to the City for the BPMP Project.

ANALYSIS
The City is seeking proposals from qualified firms to provide professional engineering services to develop the BPMP. The selected firms will be required to have completed similar projects and possess experience in the required scope of services as part of the RFP. Staff will review the submitted proposals per a qualification-based selection process.

The objective of the BPMP is to incorporate previous transportation studies and new analysis into a plan that examines bicycle and pedestrian safety and needs within the City, creating a comprehensive document that prioritizes school walking and cycling routes, the City’s existing Complete Streets Policy, and multi-modal transportation throughout the City. The project will build upon several existing transportation planning efforts and provide Public Works with the knowledge to enhance the City’s existing bicycle and pedestrian facilities and infrastructure. The plan will have long- term effects on the prioritization and development of bicycle and pedestrian facilities throughout the City to increase user safety.

FISCAL IMPACT
There are no costs associated with the issuance of the RFP. Following the selection of a consultant firm, a recommendation to award an agreement will be brought to the City Council for consideration.

On June 17, 2024 the City Council passed and adopted City Resolution No. 2024-65 authorizing a request to the MTC for allocation of TDA Article 3 funds in the amount of $80,000 for the BPMP Project. The City has committed to a local match of $80,000, which is 50% of the total project cost. The City’s local match comes from the General Plan Maintenance Fund, where $160,000 is budgeted for the Fiscal Year 2024-2025.
