Proclamation of the
City of Foster City, California
Honoring Police Chief Tracy Avelar
for her Service to the Foster City Police Department
WHEREAS, Chief Avelar has served in the Foster City Police Department for 22 years and was selected as the department's first ever female Police Chief in 2019; and WHEREAS, Chief Avelar has served in every rank in the Foster City Police Department since she was hired as a police recruit in 2002; and
WHEREAS, Chief Avelar also served as Foster City's acting City Manager in 2021; and continues to SeAn standard for integry, guisional and one yere reen, WHEREAS, over the last five years, Chief Avelar has brought calm through the chaos of some of the most challenging years in policing history; and
WHEREAS, Chief Avelar's steady leadership was critical in successfully leading the Foster City Police Department through the myriad challenges and obstacles posed by the COVID-19 pandemic; and practices, Chief Avelar helped make Foster City a safer environment for residents, businesses, and other community members; and
WHEREAS, under the leadership of Chief Avelar, the Foster City Police Department prioritized mindfulness and enhanced social equity through participation in the Active Bystandership for Law Enforcement (ABLE) and Police2Peace programs; and
WHEREAS, the City of Foster City expresses immense appreciation and gratitude to Police Chief Avelar for her many years of dedicated community service.
NOW THEREFORE, I, PATRICK SULLIVAN, MAYOR OF THE CITY OF FOSTER CITY, ON BEHALF OF THE CITY COUNCIL, do hereby recognize and commend Police Chief Tracy Avelar on her exemplary service and commitment to the community and offer sincere appreciation for her service in the Foster City Police Department.
